Quantity Surveyor, Expansion Project

The Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets. The largest project in the pipeline’s history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.

Reporting to the Project Controls Manager, the Quantity Surveyor will be responsible for providing oversight and full support for execution of Quantity deliverables, fieldwork, and adherence to approved processes and procedures leading to as-built completion.
**Key Responsibilities**:
- Estimating and negotiating change orders throughout the construction lifecycle;
- Ability to tell the difference between rework, and additional work existing work programs;
- Provide estimate and cost planning to produce and present the final cost plan;
- Review and participate with the design services team and general contractor in developing the cost estimates;
- Reconcile changes and assist the general contractor in ensuring that their data is accurate;
- Communicate or meet with general contractor and owner project manager to gather status information to prepare a quantity estimate update weekly;
- Prepare written comments to the general contractor's submissions, including the executive summary;
- Coordinate all sources of information for quantities discussions and suppliers direct from subs and contractors;
- Work proactively with mínimal supervision to resolve scheduling issues tied to quantity installation;
- Participate effectively with post-contract cost variances and the change control processes;
- Performing quantity surveying, cost controls and change management activities throughout the project lifecycle;
- Ensuring that post-contract cost variances and change control processes are managed effectively;
- Ensuring that quantity auditing and valuation work is managed effectively and that a robust process is in place;
- Ensuring that final accounts are negotiated and agreed in a timely manner;
- Compiling any estimate records for close-out purposes;
- Develop S-Curve and quantity curves run down and run up curves; and
- Develop Quantity trending reports and review any changes to quantities from the general contractor.
**Qualifications and Professional Requirements**:
- Minimum of a Community or Trade College, Diploma in construction or trade school minimum Journeymen Red seal and blue seal certified. Or university Degree in Quantity surveying;
- A minimum of 10 years of construction experience;
- Experience and knowledge of facilities' best practices and industry-standard construction materials and quantities procedures;
- Experience In P&IDs, Isometrics and line drawings, including engineering documentation;
- Experience tracking, reporting, and quantifying progress;
- Knowledge and a general understanding of pipeline & Facilities construction processes and how they impact survey-related procedures;
- Knowledge of workforce and resource loading for input/feedback on efficiently achieving target deadlines/deliverables;
- Knowledge of industrial practical and logístical aspects of scope per industry standards and project-specific execution strategies;
- Visit construction site, and prepare site inspection report for progress;
- Experience in primavera P6 schedule Construction Schedule reviews;
- Experience creating, auditing, and performing quality checks on pipeline & facility construction as-builts;
- Experience working with a multi-disciplinary team of engineering professionals;
- Highly skilled with Microsoft Office Applications;
- Technical writing skills - ability to create specifications for rework and new work;
- Excellent verbal and written communication skills and ability to work collaboratively; and
- Ability to attend to detail and work in a time-conscious and time-effective manner.
**Additional Information**:
- Based in Burnaby (location) Westridge, Burnaby and Sumas Terminal, BC;
- Office work;
- Field visits is 80% required of the position; and
