**Job Summary**:
Reporting to the Associate Director, HR Operations and Systems, the Supervisor Payroll Shared Service will be the primary and dedicated point of contact for our shared service clients, provide operational support and leadership for internal staff, act as business analyst for third party software including new development, and complete complex analysis, reporting and calculations.
**Education**:
- Post-secondary diploma in Human Resources, Accounting, Finance, Business Administration or related field
- Post-secondary degree in Human Resources, Accounting, Finance, Business Administration or related field is preferred
- An equivalent combination of education and experience may be considered.
**Knowledge**:
- Minimum of 5-10 years experience working within a complex, multi-union payroll and/or Human Resources department, preferably municipal or public sector environments that include shared service partners
- Payroll Compliance Practitioner (PCP) is required
- Certified Payroll Manager (CPM) is preferred
- Certified Human Resources Professional (CHRP/CHRL) is an asset
- Knowledge of Privacy legislation, Employment Standards Act, Income Tax Act, Canada Revenue Agency reporting requirements, and pension and benefits administration
- Strong working knowledge of Human Resources Management Systems, Payroll and time entry systems
- Understanding of the Ontario Pension and Benefits Act and/or Ontario Municipal Employees Retirement System is preferred
**Responsibilities**:
**Leads and supervises the organization’s shared service payroll delivery, benefit and pension administration activities, ensuring consistent delivery of service excellence, operational efficiency and compliance. (30%)**:
- Maintains and reviews the integrity, reliability, and timeliness of payroll, benefit and pension related information with adherence to statutory and other reporting requirements.
- Responds to escalated inquiries from both internal staff and external shared service clients and ensures appropriate resolution.
- Supports payroll and human resource information systems and related processes, aligning business processes with need, while ensuring overall source data integrity and records management.
- Complete complex calculations and analysis to support day to day payroll, benefit and pension administration, reporting and annual processes and renewals.
- Lead year-end processing, collective agreement implementations, and other projects as required.
- Oversees regular auditing and validation of pension earnings, contributions and service for all enrolled members. Ensures accurate and timely reporting, including in-year and year-end pension reconciliation and reporting. Assesses and mitigates risk in the administration of the pension plan in consultation with client.
- Oversees benefits administration, reviews and audits all related payments, reconciliations and reporting.
- Leads and supports annual benefits renewals, projects and implementation.
- Manages vendor performance, monitoring service levels, investigating and resolving complaints, and non-routine inquiries.
- Partners with appropriate Niagara Region staff on policy, program and shared vendor matters.
