**Job Summary**:
Reporting to the Manager, Employee Services, the Payroll Services Representative is responsible for providing accurate and timely payroll and human resources support for Niagara Regional employees or shared service partners, in a fast-paced environment with non-negotiable deadlines.
**Education**:
Post-secondary diploma in Human Resources, Accounting, Finance or Business
Post-secondary degree in Human Resources, Accounting, Finance or Business is preferred
Knowledge
- 2 years of experience working within a payroll department and human resources environment
- Experience working within a Municipal/Public Sector multi-union environment is preferred.
- Certified Payroll Compliance Professional (PCP).
- Knowledge of ADP Workforce Now.
- Knowledge of Employment Standards Act (ESA), Income Tax Act, Canada Revenue Agency reporting requirements, pension and benefit administration
**Responsibilities**:
**Processes human resource life cycle events and executes payroll. (65% of time)**:
- Executes payroll accurately and on-time for 400+ employees
- Ensures employee pay cheques are in compliance with federal and provincial legislation and employment terms and conditions; which includes three unique collective agreements, non-union terms and conditions and various individual contracts.
- Payroll related responsibilities include;
- Executing gross to net payroll calculations
- Calculating wage increases, payouts, retroactive pay, terminations, benefit and pension premiums, recovery amounts, education advances, top up entitlements, garnishments and insurable earnings.
- Compiles payroll inputs from multiple sources, performing key diagnostics and audits to ensure a high level of accuracy in payroll outputs.
- Processes records of employment (ROE), ensuring timely submission to Service Canada
- Ensures employee life cycle events are processed in compliance with federal and provincial legislation and employment terms and conditions which includes three unique collective agreements, non-union terms and conditions and various individual contracts.
- Employee life cycle event responsibilities include;
- Processing all changes in employee status including new hires, terminations, leaves of absence, return to work, layoff, resignations, terminations and retirements.
- Pension and benefit administration through enrolment, changes and termination
- Monitors and prioritize work
**Provides support to clients on all payroll and human resources life cycle events. (20% of time)**:
- Guides customers on the interpretation and processing of life events, policies, collective agreements, recruitment, technical support, benefits and payroll.
- Responds to inquiries on highly confidential and sensitive information, requiring tact and patience while supporting clients
- Forges strong relationships across the organization, collaborating with shared services customers to maintain efficiency, accuracy and data integrity.
- Achieves first call resolution by delivering complete and accurate information at first point of contact.
**Ensures integrity of employee remuneration, employee information, leaves administration and benefit entitlements such as vacation, sick and lieu banks. (10% of time)**:
- Calculates and processes employee records, payroll and benefits, ensuring accuracy and legislative compliance to avoid penalties.
- Audits payroll and human resources reports, identifying errors, and researching and investigating issues to correct course of action for pay accuracy.
- Maintains employee entitlements and deductions such as accrual banks, supplements, dues etc., ensuring accurate balances and/or values
- Maintains accurate records to ensure integrity of employee remuneration, history, benefits, pension, recruitment and leave administration.
**Identifies and communicates process improvement opportunities. (5% of time)**:
- Develops standard operating procedures and other documentation/resource tools, to ensure consistency, and accuracy
- Participates in ad hoc projects and initiatives as required.
- Supports policy and process change/enhancement, ensuring updates/communication documentation is executed.
- Participates and advises in the development of processes and negotiations in the organization.
**Special Requirements**:
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
