Position Summary
This position provides technical support to the management of traffic infrastructure, oversees construction, and performs supervision of engineering projects and services. This position reports to a Senior Engineer.
Key Duties & Responsibilities
Provide technical advice and recommendations to develop options, improvements, and business solutions for managing City Operations infrastructure.
Research, evaluate, and implement new construction methods, technologies, materials, and asset management practices.
Analyze data, programs, and operations to identify issues and develop effective solutions and improvements.
Review and recommend construction proposals, plans, schedules, and drawings for Public Works projects and coordination.
Develop and recommend City Operations standards, policies, programs, and management systems.
Prepare technical reports, proposals, contract documents, and correspondence.
Maintain capital construction records and information systems.
Interpret and administer City bylaws and recommend updates as needed.
Lead and participate in public consultations and information programs.
Manage projects, work programs, contracts, and budgets.
Respond to inquiries from staff, the public, officials, and media.
Operate and interpret results from specialized analysis software (e.g., transportation modeling, capacity analysis, maintenance management).
Coordinate, consult, and negotiate with external agencies and stakeholders.
Supervise, direct, and support staff, consultants, and contractors.
Mentor and train employees, promoting innovation, collaboration, and corporate values.
Participate in staffing, performance management, and other labour relations activities.
Approve expenditures and transactions within authority to safeguard civic assets.
Lead or advise on corporate and departmental teams/committees (e.g., Health & Safety, planning, process improvement).
Ensure compliance with Occupational Health and Safety regulations and City standards.
Develop and support community safety operations, including traffic accommodation and emergency response plans.
Perform related duties as required. Key Qualifications
A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Structural Technology with a minimum of five (5) years experience in transportation infrastructure.
Knowledge of Public Works construction principles, processes, theories, statistics, technologies, standards, safety policies, materials, practices, and operations.
Advanced skill to operate productivity software products (e.g. Word, Excel, PowerPoint and Access, software involving transportation modelling, progression, capacity analysis or maintenance management, SPL, MMS, MS Project) and the ability to operate specialized software such as AutoCAD Civil 3D, and Maintenance Management for analysis, planning and management transportation infrastructure systems.
Ability to analyze complex data and issues and interpret specifications/plans/regulations.
Knowledge of project management principles and processes.
Knowledge of administrative/supervision/business management principles and processes.
Ability to manage multiple construction projects, information systems, programs and budgets/expenditures.
Skills to manage budget for and evaluate progress and quality of engineering projects, programs, contracts and operations.
Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate staff, consultants and contractors.
Ability to establish and maintain effective working relations and a respectful environment with superiors, peers, subordinates and the general public.
Ability to express ideas effectively both orally and in writing, to diverse group and size of audiences.
Ability to listen, lead, influence people and cultivate consensus.
Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation, and expectations of City of Reginas policies, standards, practices and guidelines. Working/Other Conditions
