**About the Role**:
The Investment and Cash Management Analyst actively manages and reports on the City’s investment portfolio and ensures investment returns are maximized and risk minimized in accordance with the Investment Policy Statement.

This position ensures cash is available when required to meet obligations through the development, implementation and maintenance of cash-flow modelling for the short and long-term horizons, including strategic reviews of debt, reserves and the capital budget.

**What You Will be Doing**:

- These responsibilities outline the principal functions of the position and serve as a guiding vision for the role's impact and contribution._
- Develop, implement and maintain treasury related financial models, analysis, reporting and reconciliations. Prepare cash flow modelling for both the short term and long term planning horizons ensuring liquidity in maintained.
- Liaise with bank and investment dealers to execute transactions in accordance with Council approved policies and legislated requirements, ensuring appropriate cash flow is maintained. Research and analyze trends, new products and strategies. Analyze and recommend investment decisions to management. Identify and develop performance indicators to monitor, measure and report on progress and outcomes.
- Develop and maintain comprehensive debt model to track historical and projected debt issuance and maturities. Use payment and debt amortization schedules as inputs to cash flow forecast. Monitor and review debt forecast against Council approved policies and cash flow requirements. Liaise with the Niagara Region regarding debt timing and issuances.
- Maintain and update comprehensive reserve and reserve fund model that tracks historical and projected transactions. Ensure reserve levels meet any legislative requirements and Council approved policies and recommend appropriate funding for operational initiatives and capital projects.
- Ensure long term financial plans/capital forecasts comply with financial policies, reserve requirements and municipal finance best practices. Liaises with project managers to get updated timing on status of projects and timing of funding requirements in order to update cash flow, debt and reserve models.

**About You**:
**Qualifications**:

- University Degree in Finance, Business Administration, Commerce, Accounting, Economics or related field of study.
- Must possess at least one of the following designations (multiple designations/certifications are an asset):

- Chartered Professional Accountant (CPA)
- Chartered Financial Analyst (CFA)
- Chartered Investment Manager (CIM)
- Completion of the Canadian Securities Course is an asset.
- Knowledge of the Municipal Act and related investment and debt regulation(s).
- Knowledge of accounting principles related to institutional investment, the banking industry and economic and accounting practices employed in the debt and investment management of public funds.

**Skills**:

- Advanced Excel, analytical and data modelling skills.
- Knowledge of advanced tools such as PowerBI.
- Extensive experience with Excel, Word and Powerpoint for scenario analysis, research and report presentation.
- Excellent organizational skills with an ability to manage multiple tasks and meet deadlines.
- Ability to work independently with limited supervision, as well as ability to participate with a high degree of professionalism as an effective team member with internal departments and external stakeholders.
- Excellent verbal and written communication skills and a proven ability to communicate effectively with different levels of the organization.
- Strong planning and project management skills.

**Other Requirements**:

- Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
- A demonstrated commitment to enhancing a safety culture.
- Proof of education will be required upon hire.
