Gravel Roads Program Coordinator

This position provides support to the Transportation Services Department with the coordination and completion of program planning, program reporting, financial administration, tendering and contract administration, contract management, and supervision of road maintenance programs. This position may also take on lead hand responsibilities of a seasonal Gravel Roads Maintenance Program Technician.
This position is safety sensitive.
**KEY DUTIES AND RESPONSIBILITIES**
**Coordination of Graveling Program (50%)**
- Participates in the budget preparation process including program planning and identifying related costing for the Graveling program.
- Completes contract administration in collaboration with the Transportation Supervisor, such as preparing information for tender packages, and data for RFQ’s and RFP’s.
- Monitors and procures tendered contracts to support Graveling Programs such as Gravel Supply purchasing and Gravel Haul Contracts.
- Prepares a graveling plan proposal based on field inputs (Transportation Supervisors and Operators) and as per budget.
- Coordinates graveling with Dust Control, Construction and Shoulder Pulling Programs.
- Coordinates gravel hauling with contractors or own forces under the direction of the Operations Supervisor.
- Coordinates material, human resources, and equipment resources to support Transportation programs as well as contracted services.
- Assists with onboarding and training for seasonal position of Gravel Roads Maintenance Program Technician in collaboration with the Transportation Supervisor.
Coordination of Road Maintenance Programs (25%)
- Participates in the budget preparation process including program planning and identifying related costing for the Road Maintenance Program.
- Conducts research and compiles information for job requirement on Road Maintenance projects.
- Completes contract administration such as preparing information for tender packages, and data for RFQ’s and RFP’s.
- Monitors and oversees tendered contracts to support road maintenance programs.
- Support the Transportation Supervisor as needed in purchasing of materials and supplied Tracks and management of inventory of materials (gravel, sand, cutting edges, safety supplies, tools, rock chips, cold mix, culverts etc.), in addition to coordination of the delivery of purchases.
- Consolidates road gravelling requirement information obtained from the Transportation Supervisors.
- Provide material and financial tracking by maintaining daily, monthly, and annual reports.
**Gravel Testing (20%)**
-Inspect
- Gravel supplier processes and County stockpiles for compliance to contract specifications.
- Monitoring quality assurance and quality control testing for aggregate sieve tests.
- Review gravel sieve tests on gravel being crushed and/or stockpiled to meet compliance.
- Provides Sieve Analysis reports on all stockpile sites to the manager to ensure contractor performance is within required tolerances.
- Evaluates and monitors contract QA/QC and compliance by performing geotechnical analysis testing as well as the procurement, awarding and oversight of consulted services for geotechnical testing.
- Conducts road inspections on all roads scheduled for gravel.
**Other Related Duties (5%)**
- Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
- Adheres to all of Sturgeon County’s policies, bylaws, procedures, and processes, as well as aligns work to the Sturgeon County values.
**KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE**
**Required**:
- Knowledge of contract administration, financial tracking, and reporting.
- Practical knowledge of rural municipal road maintenance programs gravel production and supply operations.
- Understanding of aggregate quality assurance and Quality Control testing practices.
- Knowledge of gravel trucking and dumping/ spreading practices.
- Knowledge of SharePoint systems.
- Knowledge and experience with GIS field maps systems.
- Certification or Diploma in Construction Administration or equivalent.
- A valid class 5 Operators License and an acceptable driver’s abstract.
- Ability to work in a team environment or independently.
- Ability to take initiative, be independent, resourceful, work well and effectively under pressure and meet deadlines in an organized manner.
- Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, timely, and in a calm and friendly manner when communicating with others.
- Strong public relation problem solving skills.
- Proficiency in Microsoft Office suite of products., particularly excel.
- Ability to maintain accurate records and to prepare detailed written reports on road maintenance programs supported.
- A current Standard First Aid Certificate.
- A minimum of 3 years of related experience in similar role, including working with gravel roads.
