**Job Description: Health and Safety Manager**
The Health and Safety Manager shall oversee all health and safety for all aspects of the business and reporting directly to Senior Management. The H&S Manager is responsible for managing and directing the health and safety management system and to successfully complete projects by meeting or exceeding corporate and project goals for safety, quality, and well being of all staff, subcontractors and associated parties.
- Primary/Essential Responsibilities and Duties_
- Knowledge of the Ontario Occupational Health and Safety Act and Regulation for Construction Projects, WHMIS 2015, Workplace Safety and Insurance Act, The Ontario Traffic Manual Book 7
- Manage and maintain COR processes and procedures
- Lead in the development, implementation and maintenance of Health and Safety policies and procedures
- Interpret and provide guidance and advice to all departments pertaining to the Occupational Health and Safety Act and Regulations, the Workplace Safety and Insurance Act and other applicable laws and regulations
- Facilitate and/or lead in near misses, incident/accident investigations, strong knowledge in root cause analysis and problem solving including elaboration and follow up of corrective and preventative actions and reporting
- Frequent visits to job sites in the GTA and surrounding areas
- Manage WSIB claims and early return to work programs when applicable
- Lead and participate in Joint Health and Safety Committee meetings
- Prepare detailed reports on safety performance for management review
- Work directly with the Management team and Field employees to facilitate the understanding of Health and Safety initiatives - including working cooperatively with the Management on issues relating to loss claims,review production goals, performance feedback, safety and schedule, hazards, and to solicit feedback from the workers.
- Communicates with customer/client and ensures a high level of customer satisfaction to coordinate work, goals, etc.
- General/Other Responsibilities and Duties_
- Up-to-date records maintenance, using websites such as ISNetWorld, eVerifile/eRailSafe, GO-Safe (GO Transit), and others.
- Performs a variety of administrative tasks COR related, such as production reports, timesheets, equipment logs, inspection reports, change orders and updating project files.
- Assist with ongoing CVOR management and monitor compliance with Provincial regulations
- Performs other related administrative or project-based duties as assigned.
- Job Qualifications_
- Knowledge and Experience with the COR process is recommended.
- Formal education and/or training in Environmental/Occupational Health and Safety, NCSO or equivalent experience, with a minimum 1-3 years’ experience in railroad construction, including heavy industrial
- Certified in Ministry of Labour approved Training (Supervisor Awareness, Working at Heights, WHMIS 2015, etc.) is required
- Standard First Aid certified is required
- COR certifications required: COR Essentials, COR Internal Auditor, Basic Auditing Principles & Introduction to Hazard & Risk Management
- Joint Health and Safety certification is required
- Valid G Driver’s License with clean drivers abstract
- Prequalification’s requires security clearance background check through third party (eVerifile/eRailSafe)
- Railway Rules (CROR, TIG, CWR) qualifications is an asset
- Knowledge and practical experience in accident investigation
- Reliable, self-motivated, able to work in a fast-paced environment, make decisions based on company policies and procedures
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to keep records and to prepare work and time reports.
- Ability to understand and efficiently carry out instructions and clearly communicate instructions
- Thorough knowledge of hazard identification and controls of the work being performed.
- Strong client relation skills.
- Strong verbal and written communication skills.
- Proficiency with Microsoft Office suite.
- Physical/Travel/Attendance Requirements_
- Frequently stands, walks, climbs, balances, stoops, and crouches in flat, vertical, or overhead positions.
- May lift/carry and push/pull objects weighing up to 50 pounds.
- Exposed to harsh weather conditions including extremely hot and extremely cold weather.
- Exposed to loud noise, dust and fumes.
- Must wear personal protective equipment such as Internal Metguard safety boots, hard hats, reflectorized vest, safety glasses, hearing protection, gloves and other site/task specific PPE as required by the company.
