- **Hazard Risk & Vulnerability Assessment (HRVA) Specialist** in Community Safety.
- The HRVA Specialist is responsible for the coordination of Halifax Regional Municipality’s Hazard Risk & Vulnerability Assessment (HRVA) and working with HRM's Emergency Management Division and Environment & Climate Change division to ensure the HRVA is integrated with climate change preparedness and the emergency management framework.
- This position is also responsible for completing a High-Level Risk Assessment of critical infrastructure in the municipality. The final HRVA will be presented to Council with recommendations to reduce risk in communities in HRM. This will also be the basis for the Municipal Emergency Plan both internal and external and not all aspects will be public facing due to the nature of identifying Critical Infrastructure and other aspects that could create security concerns within HRM.**DUTIES AND RESPONSIBILITIES**:
Oversight, coordination, and implementation of the HRM HRVA as follows:

- Collate data from across the organization and with external partners for input into the selected HRVA tool.
- Establish an HRVA work plan with an external engagement strategy that will establish community profiles. This will include creating an advisory committee, HRVA committee’s and HRVA training for internal and external stakeholders.
- Utilize data to make informed technical and/or professional recommendations that have significant short-term and long-term impacts on the project, including identifying hazards, community resilience, assessing likelihood and consequence, prioritizing risk and identifying mitigation strategies. Information datasets gathered will be a combination of public facing information and sensitive datasets such as crime stats and community issues that will be presented to Council. The information and datasets will be confidential and only used by Emergency Management staff for calculation of risks. Final datasets with impacts will be presented to Council with recommendations and risk levels.
- Coord with Provincial NextGeneration 911 Director and Nova Scotia Health Authority Community Health for datasets on Community risks. This will not be public facing information and will be confidential to Emergency Management only.
- Collaboration with Environment and Climate Change to confirm all climate change data that will be included in the HRVA layers as a risk point.
- Provides support to other BU’s as required as it relates to risk assessments.
- Applies for grant funds and any other assistance available through Provincial, Federal or other stakeholder agencies for the HRVA as it relates to EM.
- Support other Business Units by performing prescribed program management activities following existing processes including internal review of HRVA plan and approved recommendations. Provides information and advice to operating departments on the associated risk levels that are determined by the HRVA, and data collected.
- Coordinates and attends stakeholder engagement meetings with all levels of government and communities for feedback and input into the risk assessment framework. This will entail working with senior officials of all three levels of government, and a high level of diplomacy and discretion in handling potentially sensitive or confidential information will be required.
- Deliver required outcomes by working within an established program framework that will be used in the HRVA and Municipal Emergency Plan including community stakeholder sessions and actions.
- Lead the development and implementation of the HRVA program and share information to inform the overall corporate strategy to mitigate and respond to all related events.
- May perform other related duties as assigned.

**QUALIFICATIONS**

**Education and Experience**:

- Post-secondary degree in Emergency Management, and or an applicable Science degree that would pertain to climate change, or risk modelling.
- Certification in project management considered an asset.
- Experience in conducting and assessing risk assessments and completing HRVAs.
- Budget management experience an asset. All aspects of funding issues and needs will be coordinated by the HRVA analyst.
- Strong computer literacy skills and knowledge.
- Knowledge of local government structure and GIS Systems.
- Knowledge of climate change adaptation strategies.
- Valid NS Driver’s License.

- Able to complete projects in a timely manner.
