The Adult Education Division of Nova Scotia's Department of Labour, Skills, and Immigration is dedicated to improving the education and employment prospects of Nova Scotia's adults by promoting, developing, and funding qualification recognition, adult literacy, essential skills, and upgrading programs in the province.
**The Division administers the following programs**: Nova Scotia School for Adult Learning, General Educational Development (GED), Fair Registration Practices Act (FRPA) Program, Recognition of Prior Learning (RPL) and International Qualification Recognition (IQR) Funding Programs.
About Our Opportunity
As the Labour Mobility Coordinator, you are responsible for employer, industry partner and inter-governmental engagement on the province's labour mobility. This role ensures that nationally and foreign trained professionals are able to connect with employment opportunities in their field of training, and they are permitted to practice across industries, and jurisdictions without barriers to employment and payment classification.
This position also supports the work of the Fair Registration Practices Act (FRPA) by working with the FRPA Review Officer to promote fair registration practices of workers in regulated professions and trades, assisting with FRPA reviews and action plans, coordinating events and consultations, and supporting data collection and analysis.
The Labour Mobility Coordinator represents Nova Scotia on various working groups that focus on labour mobility, provides Nova Scotia's position on broad issues, tracks labour mobility data, conducts research and statistical analysis on labour mobility and market trends, facilitates presentations, and connects and collaborates with various interested parties to understand labour mobility barriers and to explore possible solutions.
This position will report to the Manager, Recognition of Prior Learning and Labour Mobility.
Primary Accountabilities
**This position will require you to**:
Lead and implement Nova Scotia's activities related to Chapter 7 (Labour Mobility) of the Canadian Free Trade Agreement (CFTA).
Provide interpretation, recommendations, and expertise for elements related to Labour Mobility of the CFTA and utilize provisions in Nova Scotia's CFTA Implementation Act (CFTAIA) to assist with compliance.
Lead the creation, review, and approval of Legitimate Objective Exceptions under Chapter 7 of the CFTA by analyzing information using existing guidelines, working with regulatory bodies in the development of the guidelines, facilitate and recommend approvals, and communicate outcomes to stakeholders.
Respond to CFTA complaints and inquires, both formal and informal, from individuals, regulating bodies, government departments, and provincial / territorial counterparts in accordance with departmental policies and government legislation.
Lead the awareness and provision of information and resources to ensure key stakeholders in the province understand the respective responsibilities under the CFTA.
Work with other Division staff, such as the FRPA Review Officer.
Prepare reports and presentations on identified requirements and develop recommendations for management, as applicable.
Provide research, technical advice and guidance to staff, managers and senior leadership of the Skills and Learning Branch on aspects linked to Labour Mobility and CFTA.
Administer, and manage the International Qualification Recognition (IQR) program.
Monitors the budget and forecast for the IQR program through timely and effective coordination and analysis of operating expenditures.
Supports senior colleagues in the development of internal and external communications.
Qualifications and Experience
You can develop and maintain effective working relationships with stakeholders, and you possess exceptional communication skills (written and verbal). You have strong collaboration, problem solving and conflict resolution capabilities, with exceptional time management skills to manage competing priorities and concurrent tasks. In addition, you possess strong agreement management and organizational skills with a proficiency of the Microsoft Office suite of products.
