**Overall Purpose**:
Reporting to Senior Manager, Occupational Health and Safety (OHS), the Assistant Officer, Occupational Health and Safety will:
- Assist the Senior Manager, Occupational Health and Safety to ensure that the TDSB provides a healthy and safe working environment by providing support for the effective operation and promotion of the Board’s Occupational Health and Safety Program.
**Summary of Duties**:
- Assist the Senior Manager and Regional Officers to coordinate, deliver, and ensure the implementation of the TDSB’s Health and Safety Program in the following areas:
- Provision of support and counsel to all levels of staff, including school administrators, departments, and joint health and safety committee(s) (JHSCs);
- Provision of technical support and advice in the areas of fire safety, emergency preparedness, contractor safety, requests for proposals and contracts, public health issues, playground and safety, products selection, interpretation of health and safety related legislation, etc.;
- Coordination and/or delivery of health and safety program, training, policies and procedures,
- Provision of on-going auditing of the health and safety program, training, policies, and procedures;
- Audits of the health and safety program, training, policies, and procedures; and
- Provision of an on-going visible presence, indicating the Board’s commitment to the health and safety program.
- Resolves Health and Safety issues/complaints by:
- Investigating concerns (e.g. ergonomics, indoor air quality, water quality, workplace/facility conditions, contractor/construction activity) through personal contact, research and appropriate testing;
- Accompanying regulatory officials (e.g. Ministry of Labour, Immigration, Training, Skills Development (MLITSD), Ministry of the Environment, Fire Services) during on-site visits, and process order compliance;
- Responding to student, staff, parent and community inquiries;
- Initiating and monitoring corrective actions, provide follow up to issues; and
- Identifying potential area concerns/issues and assisting the Regional Officers to provide trend analyses that may impact on the Board program.
- Support the Regional Officers to coordinate legislation/regulated and sensitive issues by assisting with:
- Board’s compliance with applicable legislation, that includes but is not limited to, record keeping, generating and responding to reports, developing and conducting training, and organizing and/or conducting hygiene testing.
- administering medical monitoring and exposure records;
- acting as the support information contact for Municipal and Provincial enforcement agencies, school administrators, parents, contractors and others;
- the selection of qualified consultants and ensuring the appropriate pre-qualification of contractors;
- monitoring the activity of selected consultants and contractors to ensure on-going compliance and accountability; and
- identifying additional area issues and implications, which may impact on the Board-wide program.
- Assist the Senior Manager and Regional Officers to support, assist and advocate the activities of the Joint Health and Safety Committee(s), by:
- acting as a resource person to the committee(s), providing legislative interpretation, and expert technical advice to members and the committee as a whole;
- ensuring that the joint health and safety committee(s), Board management, and supervisory staff are aware of the legislated rights and responsibilities of each party;
- coordinating related training for committee members and alternates; and
- arranging for the response of the appropriate appointed committee member(s) for workplace inspections, investigation of critical injuries, hygiene testing, etc.
- Support the Senior Manager and Regional Officers to manage Environmental Safety and Protection Issues by assisting with:
- identifying potential area environmental concerns/issues, training needs, and trend analysis;
- ensuring legislative compliance through the implementation and maintenance of local programs;
- organizing and directing a hazardous waste management program;
- assisting school staff by proving technical support and advice related to the correct use and storage of chemicals etc.;
- providing environmental risk assessments for property acquisitions/disposal etc.; and
- participating in the environmental evaluation of new products.
- Assist the Senior Manager and Regional Officers with the on-going development of the board’s health and safety program by:
- maintaining currency of existing and proposed legislation;
- identifying potential area concerns, issues, trend analysis, and training needs;
- acting as a liaison with joint health and safety committee(s), staff, and others;
