Location: 100% in the office

Responsible for managing the development, delivery and evaluation of Saskatchewan’s driver training programs, policies and procedures for the Auto Fund (AF). Supervises the activities of a team of SGI employees involved in driver education, oversees the work delivered by third party driver instructors across Saskatchewan, provides direction to frontline employees on complex customer transactions and manages external stakeholder relationships.

Key Accountabilities

Program Delivery (Driver Education)
- Manages the administration and delivery of Saskatchewan’s Class 1 Mandatory Entry Level Training Program.
- Manages the administration of Saskatchewan’s Class 5 high school and adult driver education programs.
- Manages the administration of Saskatchewan’s Motorcycle program.
- Establishes and monitors standards for Class 5, Class 1, motorcycle and school bus driver instructor training courses, training schools and instructors.
- Administers and ensures the effective and efficient operation of driver educator and driver training school certification/re-certification.
- Provides direction in audit and oversight of training programs.
- Advises and assists management, employees and customers on driver development and safety services-related issues.
- Assists in reviewing, developing and recommending changes to policies pertaining to driver education.
- Develops or revises department procedures in conjunction with legislative changes or corporate objectives and standards and communicates changes to stakeholders.
- Develops and maintains all driver handbook print material, including pamphlets, web pages, handbooks and posters.
- Provides technical guidance, direction and interpretation of legislation, regulations and policies (both internally and externally).
- Assists in preparing, managing and reporting on departmental budgets, including budget variance analysis.

Funding & Contract Review and Management
- Reviews contracts and provides recommendations for amendments.
- Manages the administration of high school driver education/SGI funding agreements for public, qualified independent and First Nations high schools.
- Oversees the annual reconciliation of driver education funding provided by SGI.
- Responsible for audit and oversight of high school funding.
- Ensures compliance with audit guidelines.

Program/Policy Development and Support (Driver training policies, curriculum and program development)
- Reviews, researches and develops recommended changes to legislation, programs, policies, procedures and curriculum related to Class 1 Mandatory Entry Level Training program, Class 5 high school and adult training programs, and the motorcycle program.
- Participates in the development and implementation of new/improved programs, policies and procedures related to Class 1 Mandatory Entry Level Training program, Class 5 high school and adult training programs, and the motorcycle program.
- Researches emerging trends, analyzes and interprets data and identifies opportunities for improvements and changes.

Customer Experience Management
- Manages, monitors and evaluates the customer experience, ensuring it meets divisional and corporate expectations.
- Provides direction, advice and guidance to frontline employees on complex customer transactions.
- Tracks and reports on customer satisfaction and incorporates customer feedback into program development and support.
- Receives and resolves escalated customer inquiries of unusual or difficult nature, where a high level of customer dissatisfaction exists.

External Stakeholder Relationship Management
- Builds and maintains relationships and/or partnerships with external agencies and other stakeholders.
- Partners with external agencies in delivery of compliance initiatives, products and services to customers.
- Consults with external agencies and other stakeholders to assess impacts of proposed business changes, including coordinating and/or conducting public consultations.
- Partners with external agencies and other stakeholders to deliver business process changes.

People Leadership
