**Main Purpose and Function**
The Asset Manager, Facilities focuses on the development, enhancement, and management of asset management strategies, plans, service metrics, data, systems and stakeholder engagement for the lifecycle management of the City’s building systems. This includes the management of the Building Condition Assessment (BCA) program, facility information systems (Asset Planner and SAP facilities information) and capital maintenance program planning for all city facility assets that includes the City’s Civic Fund, Property Endowment Fund, and Vancouver Affordable Housing Endowment Fund building asset portfolios (around 650 buildings covering 12 million square feet).
The objective of this work is to develop and execute asset management frameworks, plans, processes and tools to assess facility condition, understand liabilities (risk, financial, others) at the portfolio, service category, individual facility, and building systems level, and to prioritise investments to achieve value across the entire City-owned facilities portfolio.
The position is part of the Facilities Sustainment group of Business Initiatives and Operations Excellence (BIOE) in the Facilities Management and Operational Excellence (FMOE) division.
**Specific Duties and Responsibilities**
Asset Management
- Develops asset management strategy, policy, framework, plans and other tools to support and leads the asset management maturity improvement process in the Department.
- Participates in the development and sustainment of departmental and city-wide asset management policy, guidelines and supports tool development.
- Develops and maintains facility condition based indices and service levels metrics.
- Sets, tracks, and analyzes program and facility inventory operational performance goals and metrics.
- Develops sophisticated financial and performance models and applies expert judgement to develop strategies based on different scenarios and objectives (i.e. recapitalization vs. replacement including, risk vs. level of service, and capacity vs. age).
- Establishes facility operational and performance goals, as well as service level metrics.
- Manages the multi-year Building Condition Assessment Program (approx. $0.6M annual budget), and building systems asset condition data through specialised inspections, this includes vendor management, coordination with stakeholders and funding partners, analysis and validation of results, and supervision of project management assistant staff.
- Oversees and advises on asset management projects involving consultants and internal/external stakeholders.
- Supports negotiations (lease renewals, operating and service level agreements, property acquisitions). This work typically includes reviews of facility condition and needs reports to establish levels of risk, investment and deferred maintenance levels to inform decisions and adjustments to legal terms and conditions.
Capital Planning
- Works with engineers, technical, and trades staff in the department to evaluate asset renewal needs, priorities, and maintenance or renewal options for building systems, and coordinates with planning and service area representatives to prioritize system renewal activities to support service delivery objectives
- Manages project prioritization and emerging needs process, including chairing monthly meetings with stakeholder groups, reviewing requests, and re-prioritizing capital maintenance funds to support emergent projects that are deemed critical based on safety, risk, and urgency considerations.
Asset Management Information Systems Management and Oversight
- Manages (Administrator) the use, sustainment and improvement of specialized facility databases (Asset Planner and related datasets in other corporate data repositories). This includes data integration, quality control, and the development of data standardization and data governance processes.
