The Human Resources Manager, under the direction of the Executive Director is responsible to develop, implement and evaluate human resources policies and procedures and advise both managers and employees on related matters. They administer the company’s group benefits, semi-monthly payroll, act as a resource and are responsible for tracking and maintaining data on the life cycle of employees. The Human Resources Manager works as part of the Leadership Team and continuously improves human resources processes to achieve agency goals.

**Duties and Responsibilities**:
1. Develop, implement, review and evaluate human resources policies and procedures that support agency goals; act as a resource and advise on their interpretation and administration.

2. Ensure policies and procedures comply with current related legislation.

3. Advise and work with the management team on all human resources functions, including recruitment, employee relations, compensation, benefits, performance, complaints and best practice etc.

4. Using Human Resources Information Systems (HRIS), track and maintain data throughout the life cycle of employees.

5. Complete semi-monthly payroll.

6. Support accounting team by completing reconciliation for benefits premiums paid and communicating changes that may impact payroll and the general ledger.

7. Administer benefits including group benefits programs, acting as a resource to staff and maintaining accurate records.

8. Track and manage employment leaves, workplace accommodations and disability claims.

10. Prepare job offers and engage new recruits in the onboarding process.

13. Participate in various committees as necessary.

14. Plan and coordinate annual long service awards event.

15. Develop effective working relationships with all staff and program participants to ensure a respectful and positive work environment.

16. Cross-train for other duties/positions as deemed necessary.

17. Other duties as assigned.

**Working Conditions**:

- Works in a typical office environment
- Work environment can be loud with frequent interruptions and distractions
- Environment may expose workers to extreme heat/cold, paper dust, chemicals, diesel fumes, unusual/strong odors and/or contaminated materials/products; pet rabbits, birds and fish; visiting therapy animals e.g. dogs

**Skills, Effort and Competencies**:

- Education_

Degree, diploma or certificate in a Human Resources Management or a related field is preferred.
- Qualifications_

Proficiency in using Microsoft Office. Working knowledge of Saskatchewan Employment Act and related legislation is an asset.
- Experience_

Experience working with HRIS and payroll is preferred. Experience administering group benefits is an asset. Experience working with Ceridian Dayforce is preferred.
- Communication Skills_

Excellent oral and written communication skills are essential. Strong documentation and report writing skills. Consistent demonstration of dignity and respect when interacting with others. Demonstration of tact and diplomacy and ability to handle confidential information with discretion.
- Physical Demands_

Long periods of sitting/working at a computer are required.
- Mental Demands_

Ability to maintain concentration for extended periods when working with various computer programs. High level of independent judgement and reasoning ability. Ability to multi-task and establish priorities in a changing environment. Ability to analyze and interpret data. Strong problem solving ability.
- Other_

**Must provide a satisfactory Criminal Record Check prior to employment.**
