**WORK ILLUSTRATION**:
The Supply Chain Specialist is responsible for all activities related to sourcing and contract management including: sourcing project management, project administration, customer service, and records management in the context of analysis, planning, recommending, and execution to provide suitable solutions for the organization.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

**KEY RESPONSIBILITIES**:
- Develops, drafts, and executes all RFP’s & RFQ’s ensuring full compliance with legal requirements and the procurement policy. Leads internal evaluation team to select best overall bid. Advises all internal parties and participating suppliers of outcome.
- Using knowledge of the market place and commodity trends, works in conjunction with internal customers and supply chain team to develop short
- and long-term supply strategy and recommendations
- Negotiates with suppliers to achieve best price, terms & conditions, and value-added features to be included in the supply agreement. Drafts and obtains management & Legal approval of contracts.
- Liaises between internal and external customers and suppliers including: leading supplier alliance meetings, facilitating the introduction of new technology or training, communicating internal needs and concerns, discussing market developments, and driving shared continuous improvement efforts by maintaining and reporting supplier performance based on agreed KPI’s.
- Assures quality by obtaining accurately and adequately specified requirements and assures product or service compliance by identifying responsive and responsible bidders, ensuring adequate quality assurance programs, attending supplier site visits and acquiring supplier specifications and samples, ongoing participation in quality issue resolution.
- Receives and examines non-inventory purchase requests and creates Purchase Orders in compliance with Procurement Policy.
- Receives and satisfies inquiries or complaints by telephone, in person or by correspondence
- Provides internal customer support with up to date product information and current pricing, and availability of products and supplies.
- Inputs, updates and verifies various data bases and programs related to the job functions, compiles and summarizes statistical reports that are related in level to the functions inherent in the position.
- Consults with other supply chain specialists, business units, management and warehouse staff to review non-stocked items and collectively makes decisions regarding purchase and/or changing to stocked items based on best business practices, company policies, operating department needs and potential risk.
- Develops and analyzes inventory, cost control and sourcing projects, producing the appropriate documentation (reports, databases, etc.) and make recommendations based on analysis.
- Conducts market research and root cause analysis and updates systems based on inventory cycle counts.
- Develops and reviews the contracts, forecasting, inventory profiles and MRP reports to determine the action required on an item/product basis. Prepares inventory plans and creates Purchase Orders using the pricing and terms established in the supplier contracts.
- Reviews stock out reports, overstock reports and actions purchase order rescheduling and expediting
- Reviews and actions inventory levels, critical stock provisions and reports. Meets with Operations regarding availability of material to meet production’s demand requirements and priorities.
- Performs clerical / administrative routines associated with the position

**REQUIREMENTS**:
- Post-secondary College Diploma/Bachelors Degree in Business Administration, Supply Chain or other relevant discipline
- Minimum 5 years of experience in the field of Supply Chain Management
- SCMP, PMP or equivalent designation is strongly preferred
- Supply chain/procurement/logistics experience with increasing levels of responsibility or related experience
- Experience with scope development, contract negotiations, supplier management is required
- Strong verbal and written communication skills
- Experience with complex contract negotiations
- Experience with leading end-to-end sourcing projects
- Knowledge of legal contract terminology
- Experience in an operationally focused environment is an asset
- Knowledge of SAP and Ariba is an asset
- Able to manage project schedule, scope, and implementation strategy
