**HOUR OF WORK: FULL-TIME, PERMANENT (35 HRS/WEEK)**

**REPORTS TO: COO**

**WAGE: $95,000 - $110,000/annual salary**

**PROGRAM**

The Public Works (PW) Department provides capital services including infrastructure planning, design and construction, and improvement projects. The department also focuses on the maintenance, repair and operation of all SȾÁUTW̱ First Nation (TFN) buildings, water systems and roads.

**PURPOSE OF THE POSITION**

To provide overall day-to-day management administration and delivery of the PW programs and services, within approved budgets and to ensure the public works needs of the TFN members are met in a responsible and efficient manner.

**DUTIES AND RESPONSIBILITIES**
- Develops strategic guidance and planning tools for the TFN PW program, including developing the five-year strategic PW plan; annual operations workplans;
- Establishes and achieves program deliverables for PW services based on the TFN’s overall strategic plan and operating goals for each fiscal year;
- Plans, organizes, reviews and directs the development and implementation of projects and/or activities to the appropriate employees; coordinates and provides activities status reports; ensures all projects are completed on time and on budget;
- Negotiates and reviews contracts and agreements with workers or consultants hired to assist the work of the Public Works department;
- Develops and administers the annual budget, in consultation with the Controller, for the Public Works department and participates in the TFN’s annual budget process; reviews financial reports on a monthly basis, in consultation with the Comptroller and forwards to the COO for review;
- Prepares funding proposals; ensures programs and services are adequately funded and that reports required by any funding or partner agencies are completed and forwarded as per agreed to format, timelines and contract requirements, as applicable;
- Prepares and executes annual work plans within budget for the operation and maintenance of Nation physical assets;
- Develop administrative systems and procedures (information/filing systems) for departmental objectives;
- Manages, monitors, and approves all expenditures within spending authority; ensures expenditures made are within budgetary parameters and prepare any internal reporting required;
- Accountable for the fiscal soundness and cost effectiveness of the PW department’s operations. Monitors and implements appropriate intervention to achieve operational budget targets;
- Develops and manages repairs and maintenance schedules, operations of the water systems, policy development, funding and other financial issues related to these aspects of the operation;
- If required, performs day to day maintenance, repairs and renovations on TFN properties (buildings, water systems and roads) units including, but not limited to minor plumbing and maintaining pipes and drainage, carpentry, general contracting, renovating, electrical, and masonry, concrete and asphalt work, pavement laying, road patching and maintenance; Operates power tools and equipment;
- Works collaboratively with other members of the management team. Contributes to identifying, developing and implementing strategic initiatives, policies, plans, and programs necessary for the successful operation of the TFN;
- Executes departmental human resource related initiatives including staff selection, setting strategies and objectives, prioritizing work, ensuring proper training, completing annual performance reviews and plans, encouraging employee professional development, discipline, and resolution of labour relations issues;
- Ensures that the department’s productivity and performance standards are met. Continuously strives to improve departmental operational efficiencies and workflows;
- Continually monitors areas of responsibility for opportunities for improvement and innovation and works proactively to implement these. Identifies new trends and possibilities for the provision of exemplary services; evaluates and coordinates long term planning for Public Works services and makes recommendations to the COO. Identifies and pursues funding through existing and new funding sources;
- Prepares, submits and reports on programs, special projects, and other statistical reports accurately and in a timely manner to ensure that the budget requirements are being met, as required by the COO, CEO, Chief and Council, management team and stakeholders;
- Plans, revises, and implements policies, standards, procedures, and practices relating specifically to the delivery of PW services;
- Interacts with TFN employees and community as well as external stakeholders; and communicates and responds to routine requests or inquiries from staff and stakeholders;
- Ensures that service quality standards are maintained and consistently delivered in all areas of responsibility;
