Reporting to the Director of Site Services, the Project Manager and Estimator is responsible for coordinating all aspects of the construction process, including budgeting, scheduling, resource allocation, subcontractor management, and compliance with safety and quality standards. The Project Manager and Estimator ensures that projects are delivered on time, within scope, and on budget, while maintaining the highest standards of workmanship and safety.

The successful incumbent will be required to travel to job sites in Brighton, Cobourg, Peterborough and Belleville.

**Duties and Responsibilities**:
**Project Oversight and Leadership**
- Serve as the primary point of contact for subcontractors and stakeholders.
- Lead all site and project team meetings to ensure alignment and progress.
- Conduct regular site visits and collaborate with the project superintendent to ensure work aligns with project requirements.
- Coordinate and supervise subcontractor work, holding regular site meetings to review and align plans.
- Oversee project payments, ensuring they align with work performed and contractual terms.

**Budgeting and Estimating**
- Develop and maintain the overall project budget and schedule.
- Assess risks, identify assumptions and recognize limitations in project estimates and work activities.
- Procure necessary materials and subcontractors, negotiating the best prices to remain within budget.
- Issue purchase orders and subcontracts for suppliers and subcontractors.
- Monitor unit costs and compare daily performance with project estimates to ensure financial alignment.
- Audit material and service invoices to verify accuracy.
- Communicate contract changes or scope adjustments promptly to prepare costs estimates for additional work.

**Project Planning and Documentation**
- Review all key project documents (e.g. drawings, specifications, geotechnical reports) to ensure a clear understanding of objectives, milestones, and constraints.
- Define key deliverables and milestones required for timely project completion.
- Obtain and manage all required permits, approvals, and notices for construction activities.
- Prepare and submit required submittals to design consultants prior to project execution.

**Other**
- Works in a safe manner and ensures department operations are carried out in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, Mistral Group of Companies policies, procedures, and other associated legislation.
- Other related duties, as assigned.

**E**ducation**
- Degree or diploma in Civil Engineering or Construction Management with experience in civil construction (e.g., sewer, watermain, excavation/grading).

**License, Registration and Training**
- Valid and unrestricted Class “G” driver’s license with access to reliable transportation and the ability to travel to various work locations.

**Experience**
- Three (3) to five (5) years of project management experience in the construction industry.
- Demonstrated experience in effectively leading a team through complex projects while meeting deadlines and maintaining high-quality standards.

**Knowledge, Skills and Abilities**
- In-depth knowledge of cost estimation techniques, budgeting processes and financial controls.
- Knowledgeable of project lifecycle, methodologies, and best practices.
- Familiarity with drawings, specifications, geotechnical reports, and submittals.
- General understanding of construction permits, purchase orders, subcontractor agreements, and vendor negotiations.
- Strong verbal and written communication skills for reporting, negotiating, and stakeholder engagement.
- Excellent critical thinking, attention to detail, and conflict resolution skills to support effective decision-making and problem-solving.
- Skilled in identifying project risks, assumptions and limitations.
- Ability to review site progress, monitor costs, and audit invoices for accuracy.
- Strong time management skills with the ability to multitask and effectively manage multiple projects under competing deadlines.
- Skilled in providing exceptional customer service responsive support, attention to detail, and a solutions-first mindset.
- Proactive and hard-working, with a proven ability to excel in entrepreneurial environments.
- Expert proficiency using HCSS Heavy Job software and Microsoft Office suite (MS Project, Word, Outlook, Excel, etc.).
