Learning and Development Specialist

WCLC is looking for a** Learning and Development Specialist** to join our Organizational Development team in Winnipeg. This newly created role is responsible to manage, develop, implement, and facilitate learning and development programs for employees based on our organizational needs.
Focusing on our values of Collaboration, Integrity, Innovation, Accountability and Adaptability, the learning and development programs will be primarily geared to build soft skills such as self-awareness, giving and receiving feedback, interpersonal communications, and problem solving and decision making. We think of these as power skills.
Our team is presently working in a hybrid fashion spending time on-site to collaborate and build relationships as well as working from home pending business needs.
**Key Accountabilities and Responsibilities**
- Assess individual, team, and organizational learning and development needs through surveys, interviews, focus groups, and communication with leaders and employees
- Perform gap analysis and provide recommendations for development
- Develop or source unique training programs to fulfill employee specific needs to maintain or improve skills
- Create and/or acquire training manuals, guides, and course materials
- Facilitate or manage formal and informal training and development programs
- Assess training materials sourced through external vendors
- Evaluate program effectiveness through assessments, surveys, and feedback
- Help leaders develop their team members through career development planning
- Create, organize, plan, and present various forms of employee onboarding
- Maintain corporate training calendar and records of training and development activities, attendance, results of assessments, and retraining requirements
- Implement training budget, maintaining records and reports of expenses
- Maintain knowledge of the latest trends in learning and development
**Qualifications**
- Minimum 5 years of relevant work experience
- A diploma or certificate in Adult Education or Instructional Design or equivalent experience
- Experience in performing needs assessments and providing recommendations
- Experience designing and implementing effective learning and development offerings based on adult education principles and best practices
- Experience managing learning and development projects
- Excellent communication, presentation, and interpersonal skills
- Strong ability to build relationships across all roles and departments
- Demonstrated ability to influence others without authority
- Ability to demonstrate a growth mindset, strong emotional intelligence, and change agility
