The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. The Manager, Total Rewards is responsible for the development and implementation of a comprehensive compensation and benefits framework. This framework will take into account pay equity, monitor competitive trends in compensation and benefits and evaluates alternatives and costs. The Manager, Total Rewards will continually evolve the benefits programs, salary policy lines and administrative procedures including incentives and bonuses to ensure the VFPA is well positioned in the marked to acquire and retain talent.
Compensation and Benefits Management
- Provide leadership on the exempt compensation and benefits program:
- Ensure VFPA’s exempt compensation and benefits program aligns with the organization’s compensation philosophy and are competitive with market
- Work with external consultants to conduct periodic compensation reviews, provide insight on benchmarking data, and present the information and recommendations to senior leadership
- Design and manage the implementation of employee incentive programs, ensuring compliance with external legal requirements
- Lead the pay equity review, research federal pay equity legislation requirements and implementation pay equity plan for VFPA
- Plan and deliver the annual review process, monitor outcomes and propose remedial actions where appropriate
Job Evaluation
- Provide leadership and guidance for the VFPA bargaining unit job evaluation plan including:
- Co-chairing with the union appointed co-chair the semi-annual job evaluation sessions
- Handling disputes that may arise from job evaluation, ensuring their successful, appropriate, resolution
- Review job evaluation plan for exempt employees; update the plan in accordance with the federal pay equity act and implements the plan for all exempt employee job descriptions, including:
- Implementing the job evaluation process and guidelines in compliance with the federal pay equity act ensuring adequate documentation of all job evaluation related documents
Leadership and Management
- Manage direct report(s), ensuring that team and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed
- Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision
SPECIFIC COMPETENCIES
Must have excellent leadership qualities and management skills. Must possess excellent communication skills to effectively interface with all contacts including all levels of business and the public to represent VFPA as a dynamic organization prepared to seize opportunities for VFPA as a world-class port. Must have a strong customer service orientation while managing a breadth of responsibilities. Must also demonstrate effective decision-making, planning and initiative, while fostering the development of all of these competencies in VFPA’s emerging leaders.
EDUCATION & EXPERIENCE
Appropriate university degree along with a minimum of 5 years of related experience, at a management level, in leading compensation reviews and job evaluation or an acceptable combination of educ
