**Job Description**:
***: Under the general supervision of the Manager Roads, and in coordination with the Supervisor(s) - Maintenance Operations Roads, the Field Supervisor - Operational Patrol is responsible for the on-site supervision and direction of staff within the section, including assessing compliance to applicable legislation and municipal by-laws, health and safety, work performance, as well as assisting with the coordination of day-to-day operations and assignment of work as required. Responsible for the on-going inspection and assessment of the City’s transportation system infrastructure including inspection, assessment, documentation, and prioritization of hazards based on risk and liability to the Corporation, and collaborating with other section supervisors in the deployment of resources in response to immediate hazards; and investigating claims and preparing responses in relation to infrastructure repair and maintenance.
**SECTIONAL RESPONSIBILITIES**:
- Participates as a member of the Roads Section management team by providing input into Section organizational and operational issues, budgeting, and technical matters.
- Assumes the duties of “Supervisor - On Call” during the winter/spring seasons to monitor and address seasonal weather impacts, following the policies and procedures of the Division and the Section’s Road Maintenance Objectives. On call duties include being available 24/7 (i.e. weekdays and weekends all day and all night as required) on a one week rotation with other Section Supervisors, monitoring current and forecasted weather conditions, patrolling representative roads and maintenance areas, responding to calls from Dispatch and deploying manpower, equipment and resources in accordance with achieving the Section’s Road Maintenance Objectives.
**MAJOR RESPONSIBILITIES**:
- Responsible for field supervision of staff including monitoring performance, coaching/mentoring, health & safety compliance, and risk assessment.
- Participates in assignment of staff, equipment and materials as required ensuring effective utilization within the Section.
- Inspects and assesses the transportation system infrastructure for defects and hazards based on criteria defined in the Roads Maintenance Objectives.
- Prepares and prioritizes work orders based on assessed risk and liability; collaborates with section supervisors in the deployment of resources to resolve problems that pose immediate hazards in a timely manner.
- Monitors and controls corporate risk and liability. Patrols and completes site reviews, acts on findings, documents conditions, and maintains condition records.
- Investigates and prepares reports on claims for injury, damages, or complaints relating to alleged roads hazards and takes appropriate action.
- Attends related court proceedings as required, as a representative of the Corporation.
- Ensures safety regulations, programs, and procedures are adhered to; coordinates safety meetings as required.
- Assesses staffing needs, makes recommendations on complement adjustments and amendments to the organizational structure.
- Creates complex and integrated work plans and schedules to achieve operational and customer service objectives.
- Responsible for ensuring Section compliance with all related Provincial, Federal and Corporate regulations, requirements and policies.
- Assists with investigations and responses to public complaints and requests for information and meets with the public as a representative of the Corporation, as required.
- Participates in auditing and continual improvement of the performance of the Section.
- Utilizes operations management planning systems, historical records, and other related data to forecast labour, materials and equipment, space, time, tools and other resource requirements; identifies resource constraints and priorities to develop work plan and schedule adjustments on the basis of the analysis.
