**The Role**: What’s the Role Shell Canada is seeking a Cost Supervisor to join the team in either Calgary or Fort Saskatchewan. The location for this role is flexible as there is ability to work remotely with some travel to the site location in Fort Saskatchewan from time to time. The Cost Supervisor is a key member of the Project Controls Leadership Team (PCLT). In this role, you will formally lead a team of Shell staff and contractors while also being accountable to deliver standard, consistent, and robust cost management frameworks and procedures for a portfolio of projects, turnaround (TA) events and major maintenance work at Scotford Energy and Chemicals Park. In this role, you will have the opportunity to develop and implement a cost management system across a portfolio of 250+ small to medium-sized projects with a budget of >$500M spanning multiple years and the various stages of the Opportunity Realization Process (ORP). As well as to implement a robust cost control framework to ensure timely, accurate and insightful cost performance tracking and reporting for turnaround events from $80M to $400M in magnitude. To aid in your success, you will interface with a variety of internal stakeholders, such as Projects Leadership Team (PLT), Non-Routine Execution Supervisors, Project Managers, Project Engineers, Turnaround Execution teams, Cost Estimators, Schedulers, Planners, Contracting & Procurement, Finance, EPC contractors. Accountabilities: - Deliver consistent but appropriate cost management structures for a portfolio of small to medium-sized projects and medium to mega complexity turnaround events - Roll-out of the Company standard tools and processes, as appropriate for portfolio of projects and turnaround events - Develop and Implement Project Controls Plans for portfolio of capital projects and for turnaround events - Implement standardized cost breakdown structures (CBS) - Support the development of Work Breakdown Structures (WBS) - Provide guidance and assurance for creation of accurate monthly cost reports, including variances from the plan on commitment, value of work done (VOWD), and management of changes against approved Investment Proposals (IPs) - Develop and implement the change management process for projects - Provide assurance for change management (Field Change Notices, Work List Revisions) and contingency drawdown processes for turnaround events - Provide guidance on trend analysis and the assessment of change impacts on cost - Develop and implement Earned Value Management process consistently across projects and turnaround events - Provide guidance and assurance for creation of accurate monthly Latest Estimate (LE) forecasts, including variances against approved annual business plans for portfolio of projects, major maintenance, and turnaround events - Establish and maintain the month-end process (WD-5) with key stakeholders to discuss and align/report on LE forecast - Participate in peer reviews and other Assurance events for both projects and turnaround events - Contribute to the development of junior staff through coaching and training in cost engineering practices, tools, and techniques - Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from project/turnaround teams - Maintain consistency in cost bases through rigorous adherence to the controls processes - Drive and raise awareness of the importance of developing the cost management structure in early project/turnaround phases Skills & Requirements - Bachelor’s degree in Engineering, Finance, Business, or another related field preferred but relevant years of experience in all facets of cost controls (e.g., cost management, budgeting, forecast, change management, cost reporting and analysis) may also be considered - Minimum 8 years cost control experience (e.g., in projects, maintenance, turnarounds) in the Oil Refining/Petrochemical/Energy industry preferred - Minimum of 2 years of supervisory or leadership experience preferred - Thorough understanding and experienced in a broad range of cost controls systems, tools, and practices specifically in the energy industry - Strong leadership, communication, and presentation skills - Knowledge of Project Controls broad principles and activities (e.g., cost engineering, scheduling/planning, estimating, risk management) for projects and/or turnarounds - Knowledge of software and systems such as SAP, Microsoft Office (particularly Excel and Powerpoint), PowerBI, ecoSys, and Primavera are considered an asset **Translated Company Description **Key Challenges**: - Highly demanding and fast paced job, particularly during turnaround execution. - Balancing and delivering results through others with the stated goal of “no surprises”. - Maintain strong relationships with key stakeholders in leadership positions during times of high energy and stress. - Effective stakeholder engagement is critical. **Disclaimer
