The Division Services Office within the Operations Division in the Ministry of Transportation is seeking to fill their team with an experienced business leader as the Head, Budget Allocation and Control. The Division Services Office provides leadership, strategic advice, oversight and divisional coordination to enable the Operations Division to better deliver on its business objectives. The office guides the division in the areas of workforce and organizational development, organizational strategy, and leadership of activities related to business tools as they relate specifically to the needs of the Operations Division. Refer to the "How to apply" section if you require a disability-related accommodation. **What can I expect to do in this role?**: As the Head, Budget Allocation and Control, you will: - Lead the divisional financial planning activities, and the development and implementation of operational processes and mechanisms to ensure financial accountability, and support the delivery of the division's program mandate. - Provide finance expertise and advice to division senior leadership on divisional financial planning and resource allocation options, risks, and issues management strategies. - Manage the division's annual resource allocation and in-year budget management process including budget development, control, and administration and forecasting and provide options for the optimal utilization of financial resources. - Lead and manage staff including recruitment, technical guidance, training, performance management, and fostering team collaboration. - Drive collaboration, innovative thinking, implement business transformations and communicate the value of change to ministry programs, staff and leaders. **How do I qualify?**: **Strategic Leadership Skills**: - You demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision. - You have experience developing strategic, risk-based plans and have led business operations in new directions. - You have demonstrated success in fostering an environment of continuous improvement, creativity and excellence. - You have leadership experience and the ability to inspire, engage, motivate, develop and mentor regionally dispersed staff to deliver on results in a rapidly changing environment. - You are a collaborative leader and have incorporated the principles of inclusion and diversity across all elements of your management style. - You have demonstrated experience implementing transformation in a regulatory environment. **Relationship Management and Communication Skills**: - You have demonstrated superior written, oral and interpersonal skills and can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues. - You have demonstrated stakeholder management skills with the ability to establish and maintain relationships of trust with senior management, clients and partners. - You can effectively manage expectations and anticipate and resolve major obstacles and conflicts. - You have experience managing sensitive and contentious issues. **Technical Expertise**: - You demonstrate an understanding of generally accepted accounting principles (GAAP) and Public Sector Accounting Board (PSAB). - You have knowledge of administrative, financial and budget processes and systems including the financial planning cycle, accounting principles and practices, multi-year planning and in-year financial reporting. - You understand corporate reporting systems, methods, and requirements as well as government decision-ma
