The Ministry of Mental Health and Addiction is transforming Alberta’s health system to the Alberta Recovery Model, which adopts a recovery-oriented approach for addiction and mental health. (for more information see:
A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life.

The Ministry also liaises with the Office of the Alberta Health Advocates and Recovery Alberta.

**Role Responsibilities**:
The Performance Measurement Analyst plays a critical role in ensuring the ministry's policy work is yielding the right results in a timely manner. Through the development of key performance indicators and system measurement frameworks, the performance measurement analyst ensures:

- Data-Driven Decision Making: The Performance Measurement Analyst collects, interprets, and analyzes data that supports informed decision-making across the Ministry of Mental Health and Addiction (MHA). By leveraging both quantitative and qualitative evidence, they help ensure policies and programs are grounded in the best available data.

Program Evaluation and Improvement: The Performance Measurement Analyst assesses how well programs and policies are performing against set goals and objectives. This insight can identify areas where improvements are needed, helping to optimize resources and reduce waste. In turn, this enhances the ministry's ability to serve the public more effectively.

Policy Impact Assessment: By measuring and analyzing the impact of policies and initiatives, the analyst helps determine whether desired outcomes are being achieved and identifies when adjustments are needed. This work supports timely, adaptive policymaking and reduces the risk of unintended consequences.
- Enhanced Transparency and Accountability: In response to growing public expectations for enhanced transparency, the Performance Measurement Analyst contributes to clear, evidence-based reporting on program and policy performance. This enhances accountability, supports continuous improvement, and helps justify investments and resource allocation decisions.

Strategic Planning: The Performance Measurement Analyst supports forward-looking strategy by identifying trends, emerging risks, and opportunities across the system. Their insights contribute to more resilient planning, better preparedness, and alignment with long-term system goals.
- Supporting Innovation and Continuous Improvement: By identifying where new or refined approaches can improve outcomes, the Performance Measurement Analyst promotes a culture of learning and innovation. Their work ensures that performance measurement not only supports accountability but also drives meaningful change and system-wide improvement.
