Job Summary

Reporting to the Manager, National Operations Coordination Centre, this role is responsible for the efficient operation of the Canadian Air Navigation System through planning and monitoring. The Shift Manager facilitates the implementation of current and immediate Air Traffic Management initiatives required to match the system capacity to the actual demand by negotiating with competing stakeholders (of the Canadian Air Navigation System) who hold conflicting priorities. The Shift Manager is a national expert in all operational facets of the Canadian Air Navigation System and provides tactical support to NAV CANADA senior managers in the event of work stoppages, labour disputes/unrest and/or national emergencies. The Shift Manager is also responsible for the coordination and dissemination of information during a NAV CANADA emergency as a critical part of the National Emergency Management Team (NEMT).

In this role you will:

- Lead National Operations Centre (NOC) projects of local and national scope as well as monitor and evaluate tactical implementation of Air Traffic Flow Management initiatives.
- Monitor and analyze the Air Navigation System, alerting senior management of high-profile events and events that may generate complaints from customers and/or the general public.
- Coordinate all Open Skies Treaty flights with the Department of National Defense, Transport Canada Aviation Operations and ensure that NAV CANADA is able to support the mission plan of the foreign military aircraft.
- Be responsible for resolving conflicts with planned or approved civil altitude reservations or special use airspace through Open Skies Treaty flights and provide recommendations during special events.
- Liaise with the regulator, customers, military, policing, border agencies, and other security agencies, both domestically and internationally.
- Develop and implement operational contingency plans within the area of Air Traffic Flow and coordinate tactical contingency operations in response to periods of labour unrest/disruptions or national emergencies.
- Provide functional advice and guidance and monitor planned traffic, advise Area Control Centre’s (ACCs) of potential volume issues that could affect safety and efficiency.
- Provide national leadership in Air Traffic Management Initiatives (TMI) and changes during a national emergency.
- Chair multiple daily National Operations Centre (NOC) Planning teleconferences and webinars focusing on the daily operations at all seven Flight Information Regions (FIRs) with internal and external stakeholders.
- Act as company representative on the multiple daily Strategic Operations Plan teleconference held by the FAA.
- Create and send a daily report to senior management summarizing all the events that have an impact on the Air Navigation System.
- Provide itinerant movement data to senior management to view and track trends in aircraft movements.
- Act as the first point of contact with Transport Canada to respond rapidly to high profile actions (such as ESCAT, HIJACK, aircraft fleet groundings, airline shutdowns, etc.) and communicate directly to NAV CANADA facilities ensuring comprehension of, and immediate compliance with such directives.
- Act as a collection point for all information impacting service delivery, maintaining a high level of situational awareness and providing briefings to concerned parties as required.
- Act as the National ATS Operational Duty Manager, receiving all notifications of cases likely to attract national media attention, such as incidents involving death due to an aircraft accident, or any other irregular development as outlined in ATSAMM. Determine the necessary next step actions, including notification of senior management.
- Monitor social media and news outlets for potential media events that may affect NAV CANADA’s brand and provide context and information to the AVP ATS Service Delivery, Director Communications, and Manager Media Relations.
- Represent NAV CANADA at meetings involving external agencies both domestic and international, customers, vendors, and members of academia.
- Be a critical member of the National Emergency Management Team (NEMT) providing a direct operational connection.
- Provide operational interpretation of Air Traffic Flow Management (ATFM) policies, NOTAMS, standards,
