**Monitoring and Compliance Specialist**

We are seeking an analytical and collaborative critical thinker who will be accountable for the case management of compliance matters relating to informal resolutions and Complaints Committee Orders within the Professional Regulation Department. This incumbent is also responsible for leading the planning, development, and implementation of the department’s Monitoring and Compliance Program (the “Program”).

Reporting to the Director, Professional Regulation, the key areas of responsibility are to:

- Lead the planning, development and implementation of the Program in collaboration with department staff and other College staff.
- Receive, process and triage compliance matters related to Members involved with Professional Regulation informal resolutions and Complaints Committee Orders.
- Lead the College’s Remedial Mentor recruitment process by screening, training and receiving Director approval of the Remedial Mentors in collaboration with College staff.
- Develop and maintain information-sharing systems to assist with keeping up to date with file statuses and provide training on the Program.
- Communicate with and support Members to ensure compliance with requirements.
- Identify potential areas of compliance vulnerability and/or risk and develop and implement corrective action plans for the resolution of issues.
- Collaborate with department team members to review proposed Complaints Committee Orders and terms of Undertakings.
- Develop, draft and implement new protocols and processes to address emerging needs or best practices.
- Consult with the Director, Professional Regulation as required.
- Liaise with external interest parties and other College Departments as required.
- Analyze non-compliance concerns and identify next steps to address outstanding issues.
- Maintain currency of information for Department remediation tools.
- Create reporting tools and provide regular statistics and analysis of compliance rates and/or activities.
- Analyze data to identify characteristics and consequences of non-compliance

and assist in developing mechanisms to prevent future non-compliance.

Lead and/or participate in projects to enhance the Professional Regulation department and other College wide initiatives, as assigned.

**Qualifications**
- 2- or 3-year college or university program or equivalent.
- 3 to 5 years’ experience in the regulatory field or the early childhood education sector, or similar environment; equivalent combination of education and other background may be considered.
- RECE designation is an asset.
- Knowledge and understanding of legal and administrative law principles such as procedural fairness, confidentiality, privacy, and human rights.
- Knowledge of the Early Childhood Educators Act, 2007 and the College’s Standards and Code of Ethics.
- Written communication skills to prepare detailed and accurate policy documentation.
- Judgement, analytical, critical thinking and problem-solving skills to identify issues, formulate / analyze options, mitigate against associated risk, and lead the resolution of complex issues related to compliance issues.
- Flexibility to work in a fast-paced changing environment with shifting priorities.
- Exceptional time management, organizational, collaborative and interpersonal skills.
- Listening, verbal communication and relationship building skills to communicate with a variety of parties.
- Self-starter and the ability to work with mínimal supervision.
- Resilience, tact and diplomacy to communicate with occasionally frustrated individuals.
- Proficient in the use of technology in daily work (Microsoft Office suite, databases, case management tools).
- Bilingual (French/English Level C1, CEFRL) is an asset.
