**Policy Lead, Full-time (35 hours/week)**
The BC Aboriginal Child Care Society (BCACCS) is a Centre of Excellence for Indigenous Early Learning and Child Care (IELCC) that is committed to ensuring every Indigenous child in BC has access to spiritually enriching, culturally based, high quality early learning and childcare services.
**Position Overview**
BCACCS is seeking a Policy Lead to develop and advance a policy strategy that supports the implementation of, and investment in, the IELCC Framework in BC. Reporting to the Executive Director or designate, the Policy Lead will conduct research and analysis to develop, execute, and monitor evidence-based policies that support governance and leadership development among First Nations and within the IELCC sector, and work closely with BCACCS staff to ensure policy initiatives are effectively aligned with strategic and programmatic goals. The Policy Lead will also support engagement with First Nations leaders, communities, and key stakeholders - including federal and provincial governments, and child-serving sectoral agencies - to ensure that BCACCS, federal, and provincial ELCC initiatives align with the First Nations/Indigenous ELCC Framework and support First Nations in resuming jurisdiction over ELCC.
**Key Responsibilities**
- **Develop and Implement Policy Strategy**: Lead the development and execution of a policy strategy informed by the IELCC Framework
- **Conduct Policy Research and Analysis**: Research and analyze policy issues to identify trends, challenges, and opportunities
- **Prepare Policy Documents**: Prepares policy papers, briefing notes, background summaries, presentations, reports, recommendations, and position statements on key policy issues for both internal staff and external stakeholders
- **Support Communications**: Works with the communications team to develop key messaging and communications plans for a range of policy initiatives as required
- **Monitor Policy Implementation**: Participate in a wide variety of policy/research tables to monitor the implementation of new policies, programs, and initiatives
- **Collaborate on Research and Evaluation**: Work closely with research, evaluation, and data teams to identify critical policy issues, conduct impact assessments, and develop evidence-based recommendations
- **Foster Collaborative Relationships**: Maintain and support collaborative working relationships with First Nations leadership, communities, government partners, stakeholders, BCACCS staff, contractors, and advisory groups
- **Align Internal Efforts**: Collaborate with internal teams to ensure policy initiatives are aligned with programmatic goals and organizational priorities
- **Contribute to Strategic Planning**: Actively participate in the overall strategic planning of the organization as a member of the senior management team.
**Education and Experience**
- A degree in Public Policy & Administration, Indigenous Governance, Law, Child & Youth Care, Early Childhood Education, or a related field, or the equivalent combination of education, training, and experience
- Minimum of 5 years of experience in policy analysis, program development, or advocacy, with a focus on Indigenous policy, ELCC, or related field
- Experience working with/for Indigenous communities/organizations
- Knowledge of the ELCC sector in BC, including federal and provincial policies, funding, supports, services, and stakeholders
- Strong analytical and research skills with the ability to translate complex data into actionable policy recommendations
- Excellent written and oral communication skills, with demonstrated experience drafting policy briefs, reports, and presentations
- Proven ability to respectfully engage diverse stakeholders, including First Nations leadership, communities, and government officials
- Ability to be flexible and work in diverse and complex environments
- Self-directed with the ability to work independently and collaboratively
- Strong leadership and time management skills
- Proficiency with Microsoft Office 365, data analysis tools, and online communication tools
