Position Summary
Accountable to the Director, Heritage Services, the Manager Heritage Planning leads the Heritage Planning team and supervises the work of Heritage Planning staff. The role is responsible for the overall administration of the Heritage Planning Group in accordance with applicable legislation. This position provides advice, guidance and direction to the Corporation and the public as needed, in relation to growth, development and long-term planning of the City relevant to the Cultural Heritage portfolio.

KEY DUTIES & RESPONSIBILITIES
Oversees team to produce comprehensive reviews and reports regarding heritage conservation, preservation and interpretation, alterations to heritage properties, including all matters pursuant to Parts IV and V of the Ontario Heritage Act to ensure that built, tangible and intangible cultural heritage resources are preserved for future generations.

Oversees special projects related to heritage conservation, including the preparation and updating of Heritage Conservation District Plans, the management of consultants with respect to these projects and developing innovative approaches to the stewardship of Kingston’s cultural heritage that aligns with legislated requirements and that expands public awareness understanding and appreciation of the resources that exist.

Oversees the talent and financial resources for the Heritage Programming team to ensure they are being used effectively, including:

- Preparation and oversight of budgets and related programs
- Management of direct reports by monitoring progress toward goals with sustainable results, developing successors, and resolving problems in alignment with the organization’s vision and strategic plans.

Is a primary point of contact for community.

Represents the corporation at various meetings and hearings including provision of evidence at Hearings and/or Court actions; Represent the Department as a member of Technical Steering Committee for projects of corporate significance.

Qualifications,Competencies
University degree in planning or related field. (Graduate degree preferred).

6 years of supervisory experience in a progressive planning or approvals environment (Unionized environment preferred).

3 years of experience in the conservation and management of built cultural heritage resources in a municipal setting (preferred).

Recognized professional planning designation (Registered Professional Planner (RPP) and current membership in Ontario Professional Planners Institute (OPPI) / Canadian Institute of Planners (CIP).

Experience annual budget process and financial reporting/forecasting.

Experience in the integration of customer service best practices.

Excellent organizational and time-management skills with the ability to multi-task and prioritize workload efficiently.

Recent and relevant experience working with Indigenous communities, Nations and peoples on cultural projects and consultation.

Experience and skill with public consultation.

Must demonstrate corporate competencies of Customer Focus, Results Orientation, Integrity and Teamwork.
Skills, Abilities,Work Demands
Extensive knowledge and understanding of the Planning Act, Provincial Policy Statement, Heritage Act, planning methodologies, legal requirements for municipalities, and other related statutes and regulations.

Strong presentation and public relation skills, strong leadership skills.

Well-developed facilitation skills with an ability to deliver innovative solutions, resolve conflict, find common interests and collaborate effectively.

Ability to negotiate and complete projects through contracts, requests for proposals and work plans.

Ability to research and analyze complex issues and clearly communicate findings.

Superior project management skills.

Ability to work outside regular business hours.

Required to obtain and maintain a satisfactory criminal record check.
