- **Primary Responsibilities**:

- Under the direction of the Assistant Director, the HR Advisor-Training and professional development Officer acts in partnership with PSAC management and employees to ensure the continued professional development aligned with the goals of the organization. This position is responsible for the coordination of organizational development training plans for PSAC’s workforce including management and AEC.- The role of the HR Advisor - Training and Professional Development Officer is to strategically coordinate training plans for PSAC staff in alignment with PSAC mission, goals, and values, while ensuring that an equity and trauma-informed approach is integrated into training requirements. This position works with third-parties to coordinate various training as well as develop training plans that will equip PSAC staff with the knowledge, skills, and competencies to carry out work-related tasks.- The incumbent supports the ongoing, long-term improvement of employees' skills, enabling them to fulfill their potential within the organization and promote career development and succession planning.- The incumbent works collaboratively with the Equity, Inclusion and Human Rights Bureau to ensure that training plans developed for PSAC workforce are inclusive and equitable.

What you will bring to the table**:

- **_Education/Experience_**:

- Completion of a bachelor’s degree in human resources, education or an undergraduate degree with progressive responsibility in organizational learning, management development, career management and/or succession planning.
- Certified Training & Development Professional Designation is considered an asset.
- At least 5 years of experience in Human resources organization development
- Experience in adult learning principles and/or popular education approaches
- Experience with monitoring and evaluation of training programs (e.g.: qualitative, quantitative, mixed methods).
- Experience in building networks with different organizations or stakeholders such as unions.-
- **_Knowledge_**:

- Knowledge of principles and methods of organizational development.
- Comprehensive knowledge of union principles and of the PSAC structure, mandate, policies, constitution, regulations, governing mechanisms, collective agreements and the PSAC family structure.
- In depth knowledge of adult education principles and knowledge of competency-based management principles;
- Knowledge and understanding of processes to ensure linkage of development programs with talent management and development programs including identifying experiential learning, action learning experiences, peer coaching, mentoring and other program needs that support career growth and development for employees and leaders.
- Knowledge of all human resources technical functions including job analysis, recruitment/staffing, compensation, learning and development, employee orientation and diversity management.
- Excellent knowledge of the principles of employment equity.-
