Mohawks of the Bay of Quinte (MBQ) is a vibrant First Nation community located on the beautiful shores of the Bay of Quinte. We are located approximately 20 minutes from Belleville, ON and centrally located between Toronto and Ottawa. There are approximately 11,000 registered members with approximately 2200 residing in Tyendinaga. **Position Summary**:
The Director of Community Services is an executive level position reporting to, and accountable to, the provides vision, leadership and strategic direction to the portfolio, which includes Lands, Lands Research, Membership, Economic Development, Employment and Training, Policy Analyst, Communications, Consultation and other new and evolving programs which may be classed under the Community Services umbrella. The director is responsible for working in partnership and in consultation, with the Tyendinaga Mohawk Council, the CAO and other MBQ departments, in order to ensure the development and implementation of Federal and Provincially based Community Services programs that are consistent with the TMC’s direction, goals and priorities, MBQ policies, applicable legislation and health and safety standards, applicable professional practices and standards, and the terms and conditions of funding agreements with Federal and Provincial Government funders.
The Director of Community Services coordinates all Community Services activities for the Territory and develops and implements an associated strategic plan that covers the implementation of activities/strategies that reflect the TMC’s position on such issues as Matrimonial Real Property (MRP), specific claims policy, etc., and liaises between the TMC and various groups/organizations such as the Iroquois Caucus and other First Nations (FN) communities.
This director develops, maintains and implements an associated annual operating plan for the portfolio, and provides the TMC and the Executive Team with quarterly progress reports related to the implementation of this plan. They are also accountable for analyzing and reporting on government policies/legislation that have potential impact on the Territory, implements a strategic lobby plan for the TMC, and develops funding proposals based on plans for continued operation of the portfolio and its programs/projects.
The Director of Community Services monitors and conducts reviews of Community Service needs of Band members, and prepares forecasts on the past, current and longer-term demand for Community Services within the Territory. The Director, Community Services also presents and advises the TMC and the Executive Team on strategies and funding estimates for meeting the longer-term Community Service needs within the Community. The position has the role of trusted advisor and provides strategic and tactical advice, guidance and assistance to the TMC, the CAO, the Directors and other management and staff within MBQ regarding matters related to Community Services programs. They are responsible for directing the development of, and, for monitoring the operating and capital budgets associated with Community Services programs, and for reporting on expenditures, variances, and spending trends over the course of the year, as well as reporting in regard to over or under expenditure of funds during the course of the year and at year end.
The Director of Community Services is also responsible for ensuring that all financial reporting associated with the funding agreements between the TMC and the Federal and Provincial Governments that relate to their scope of responsibilities are completed accurately and submitted on time to the funding organizations, in keeping with the terms and conditions of these agreements, and that any irregularities associated with the use of funding related to these agreements is reported to the CAO and the TMC in a timely manner.
Directors are members of the Senior Executive Team within MBQ and may be asked to attend TMC meetings. They assist the CAO and Senior Director, Operations with the running of the MBQ organization, and provide guidance and direction to managers and staff. They direct the human and budget resources assigned to their portfolio and are responsible to keep records on performance management and discipline of staff within their portfolio as necessary.
