**Salary Range/ Wage Rate**: Management / Leadership, Level 3B ($123,909.05 - $145,793.16 per annum) plus 1.5% employer paid savings premium. **Our Parks & Environment Department is seeking a Manager for its Solid Waste Regulation & Enforcement Program who will provide strategic leadership for the program; ensure compliance promotion and enforcement of Greater Vancouver Sewerage and Drainage District (GVS&DD) solid waste bylaws; initiate legal or administrative action to address non-compliance; work closely with the division’s leadership team; develop and manage the solid waste regulatory program budget; and hire, supervise and mentor officers and other staff.**
**You are: a specialist in solid waste management and resource recovery with considerable experience in licensing and inspecting private facilities as well as leading investigations and providing evidence in court. You want to lead a team that is directly involved in advancing Metro Vancouver’s zero waste goals.**
**The Program Manager, Solid Waste Regulation & Enforcement SW reports to the Director, Environmental Regulation & Enforcement and falls within our Management / Leadership, Level 3B job family.**
**This role**:
- Provides strategic leadership for the Solid Waste Regulatory Program to align priorities with the Greater Vancouver Sewerage and Drainage District (GVS&DD). Ensures compliance promotion and enforcement of the Municipal Solid Waste and Recyclable Material Bylaw and the Tipping Fee and Solid Waste Disposal Regulation Bylaw. Represents the Solid Waste Regulatory Program at meetings with provincial ministries. Tracks regulatory developments in other jurisdictions.
- Primary Environmental Regulation & Enforcement representative for solid waste bylaw development and amendment; recommends amendments to bylaws to improve enforceability and mitigate risk to the GVS&DD. Responsible for enforceability testing for new bylaws and bylaw amendments.
- Accountable for budget preparation, reporting and resource allocation; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds. Works closely with the Director to determine overall priorities and establish work plans for the Solid Waste Regulatory Program. Collaborates with other program managers on the preparation of long range strategic and financial plans of the division and department.
- Attends sites with Officers and provides leadership to staff for promoting compliance with bylaws and licences. Guides the response to regulatory infractions. Works with the Director to develop solutions to complex regulatory and enforcement challenges; oversees investigations into non-compliance; and initiates legal or administrative action to address non-compliance. Consults with Solid Waste Services department, member municipalities and legal counsel to resolve issues.
- Appointed as a statutory authority (Deputy Solid Waste Manager) for decisions relating to solid waste licence amendments. Acts as the solid waste statutory authority and decision maker, in the absence of the Solid Waste Manager.
- Hires, manages and supervises staff, monitoring performance towards division, department and corporate objectives. Ensures staff adhere to corporate workplace conduct policies. Leads, coaches and mentors staff recognizing the importance of leadership, supervisory and technical training, with a focus on scientific and legal enforcement competencies. Develops and sustains a flexible workforce, considers succession planning and encourages staff to pursue opportunities that complement their skills and experience. Resolves technical and relational issues staff encounter while doing their work.
- Performs other related duties as required.
**To be successful, you have**:
- Bachelor of Applied Science specializing in Agricultural, Bio-resource, Environmental or Civil Engineering, or Bachelor of Agrology, Biology, Earth Sciences, Environmental Sciences, or Natural Sciences. 8-10 years of recent related experience following professional registration; or an equivalent combination of training and experience.
- Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with Engineers and Geoscientists of British Columbia (EGBC), or a Professional Agrologist (P.Ag.) with the BC Institute of Agrologists, or a Registered Professional Biologist (R.P. Bio) with the College of Applied Biologists, or an equivalent professional designation with another professional organization.
