**Our External Relations Department is seeking a Division Manager, Collaboration and Engagement who will manage a group of communication professionals.**

You are a collaborative problem-solver with strong communication and interpersonal skills and are able to communicate information both verbally and in writing to a wide variety of both technical and non-technical audiences. You show an interest in collaboration initiatives, and are constantly identifying opportunities to innovate with a strong focus on sustainability and quality.**
**The Division Manager, Collaboration and Engagement reports to the General Manager, External Relations and falls within our Management / Leadership, Level 4B job family.**
**This role**:
- Manages the Collaboration and Engagement Division and is responsible for leading the provision of services related to Zero Waste Collaboration Initiatives, National Zero Waste Council, Zero Waste Conference, and Love Food Hate Waste Canada), as well as engagement initiatives including but not limited to Metro Vancouver plans, policies, regulations and events.
- Works collaboratively with engagement staff and other staff across the organization to develop approaches to engagement and outreach that is inclusive, meaningful, and advances Metro Vancouver’s priorities. This scope of work includes engagement on the development and implementation of policies and plans, including actions to reduce regional greenhouse gas emissions articulated in the Clean Air Plan, land acquisition for new regional parks, and tools and processes for achieving the goals of Metro 2050.
- Accountable for budget preparation, reporting and resource allocations. Monitors and controls spending, ensuring the effective and efficient expenditure of allocated funds within the approved budget. Works closely with the General Manager to determine overall priorities and contributes to the preparation of the long range strategic and financial plans of the program and division.
- Works collaboratively to identify opportunities to improve planning and policy development, responds to requests for assistance and works with staff across the organization to define problems and project objectives. Manages processes for identifying opportunities for new collaborations on initiatives with external organizations and stakeholders. Works with staff to define and confirm project objectives and manages resources to deliver on agreed upon outcomes and schedules.
- Responsible for developing a strategic work plan for advancing the waste prevention and the transition to a circular economy through the National Zero Waste Council including program and campaign development, integration of research into policy proposals and an effective communications campaign to promote both the profile of waste prevention in general and more specifically the Council as an agent of change.
- Oversees the organization and execution of the annual Zero Waste Conference with specific responsibilities for content development, and financial management and potential external funding such as sponsorships. Demonstrates a sophisticated knowledge of marketing and branding for the purposes of growing events within the portfolio.
- Hires, supervises, directs and develops staff monitoring performance in accordance with goals and objectives. Ensures adherence to corporate policies and collective agreements. Leads, coaches and mentors staff recognizing the importance of leadership, supervisory and technical training. Develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their skills and experience. May supervise and direct the work of contractors.
- Upholds Metro Vancouver’s reputation through positive and forthright dealing with other organizations and members of the public. Understands the organizational culture and the processes/mechanisms necessary to attain work objectives.
- Performs other related duties as required.
**To be successful, you have**:
- 10 or more years of related experience supplemented by a Master’s degree in communications or public policy; or an equivalent combination of training and experience.
- Experience in managing large projects, preferably on a national or international scale. Experience in working with boards and other governing bodies is essential.
- Demonstrates experience in working with engagement teams and leading processes that engage the public and key stakeholders.
- Extensive technical expertise related to leading strategic planning, business casing and policy development processes for a large complex organization such as Metro Vancouver.
