Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. on the Salish Sea, near the mouth of the Fraser River. In 2009, the Tsawwassen First Nation Final Agreement came into effect - being the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process.
Tsawwassen has a professional public service that supports the day-to-day day operations of the Tsawwassen government. TFN currently has an exciting opportunity for a qualified **Stewardship & Natural Resource Analyst**. This position is responsible to the Manager of Natural Resources.
**Position Summary**
The Stewardship & Natural Resource Analyst, as part of TFN’s Natural Resources Department plays a key role in advancing TFN’s interests and upholding Tsawwassen Treaty rights throughout Tsawwassen Lands and Traditional Territory.
The Stewardship & Natural Resource Analyst’s main responsibility to support the expansion of TFN’s activity related to protecting and rehabilitating the land, water, air, and all living and non-living relations in the territory. This could involve leading and supporting the development of policy and legislation, developing plans and strategies, engaging with other governments, First Nations and environmental organizations, developing funding proposals, and managing rehabilitation projects.
**Specific Responsibilities May Include**:
- Lead the development of stewardship and natural resource-related plans and strategies.
- Develop new and amended policies and procedures in conjunction with other departments; researching best practices in other jurisdictions, analyzing existing policies, presenting alternatives for consideration, and drafting language that reflects government direction.
- In conjunction with other departments, facilitate the development of TFN laws and regulations.
- Assist with the interpretation of the TFN Final Agreement, Side Agreements, Tsawwassen Laws, regulations, and other important documents.
- Research information on government related activities and politically sensitive issues, identifying and, where appropriate, preparing policy memos with strategic analysis and recommendation on significant developments.
- Plan and facilitate engagement with Tsawwassen Members around specific issues.
- Engage with other governments on topics such as climate change, fish and wildlife, forestry, and water, to collaboratively develop policy and provide input on Tsawwassen rights and interests to their legislation and policies.
- Draft a range of documents including presentations, communication materials, and speaking notes, as required.
- Develop funding proposals for stewardship related projects.
**Qualifications**
- Post-secondary degree in Social Sciences, Environmental Sciences or related field, or an equivalent combination of education and work experience.
- Three years experience working on environmental stewardship or natural resource related issues, research, and/or policy analysis.
- Knowledge of Tsawwassen First Nation and the Tsawwassen First Nation Final Agreement.
- Knowledge and experience working with First Nations communities and governments. Understanding of the current and historical culture of the Coast Salish Peoples.
- Knowledge and experience working on stewardship, natural resources, or environmental issues.
- Familiarity working with legislation and regulations.
- Excellent written and interpersonal communication skills. Ability to write clear, concise, logically connected reports and briefing notes.
- Highly self-motivated and proactive, with demonstrated experience taking initiative to address challenges or realize opportunities. A creative and unconventional approach to problem solving is an asset.
- Ability to lead and facilitate community engagement.
- Ability to exercise good judgment, tact and diplomacy.
- Ability to undertake and analyze quantitative and qualitative research. Strong organizational, problem-solving and analytical skills.
- Ability to solve practical problems in a culturally-appropriate manner.
- Willingness to work collaboratively.
**Working Relationships**
The **Stewardship & Natural Resource Analyst** reports to the Manager of Natural Resources and works closely with the Policy and Intergovernmental Affairs Department.
The Analyst must establish and maintain effective working relationships with elected and appointed officials of Tsawwassen Government, TFN staff generally, and external consultants.
**Working Conditions**
This is a dynamic environment with multiple demands, changing priorities and constant interruptions. The Analyst may be involved with highly sensitive legal, confidential and political matters.
Work is performed primarily indoors in an office environment. Remote working may be possible for at least part of the time. Off-site travel may be required to attend meetings, committees, conferences and training events. The Analyst
