**Support Manager, VISSC Project**:
The Support Manager works as an integral part of the Victoria In-service Support Contract project team, collaborates with the Director, Submarines, but will take day to day guidance from the Deputy Program Manager - Submarines. Primary function is the quality assurance of material certification (MATCERT) requirements of the submarine program as contracted by the Prime. Other duties include the management of VSL Document Control staff, working with the broader VSL QA organization to ensure that VSL VISSC documentation is controlled to be the stipulations of the Canadian Controlled Goods Program, overseeing continuing process improvement under an ISO 9001 Quality Management System, and revising and managing a robust Quality Control (QC) for the Submarine Program. The Support Manager is also responsible to ensure that lessons learned are captured and incorporated into future submarine projects.
**What you’ll do**
- Manage a Document Control team, including HR requirements, comprised of VSL staff and unionized employees
- Maintain, control and continuously improve document control processes and procedures
- Control the receipt, tracking and return of VSL VISSC documents
- Maintain working knowledge of document control processes and procedures, and contracted requirements for submarine projects
- Participating in integrated committees/working groups.
**Manage VISSC MATCERT/QA/QC**
- Undertake analysis of all MATCERT submission requirements
- Coordinate review and revision of submarine program related VSL forms, providing feedback to tradespeople following reviews of documentation to prevent re-occurrence of errors and omissions
- Assisting in the improvement of the overall integrated MATCERT function
- Manage a QA/QC team, including HR requirements, comprised of VSL staff and unionized employees
- Develop and Manage a QC team to ensure compliance with policies and procedures
- Provide Quality Control guidance to VSL VISSC processes, procedures and documentation
- Work with VSL QA to manage VISSC NCRs
- Develop, implement and continuously improve quality related policy, processes and documentation
- Ensure VSL VISSC documentation is controlled, including the control of document updates, to include training where required
- Develop and maintain a complete listing of all documents used by VSL within the program including those documents maintained by Canada or Babcock
- Develop Quality KPIs and reports for analytical purposes develops action plans to address gaps or reinforce existing practices
- Ensure continuous improvement of the quality program
- Oversee and conduct incident quality-related investigations and follow-up corrective actions
- Conduct quality audits for the project to ensure a consistent and common approach
**Security**
- Working level knowledge of VISSC security requirements
- Work with VSL Security to ensure VISSC security requirements are met
- Manage submarine specific security, safety and awareness training
- Manage VSL VISSC security personnel
**What you’ll bring**
- University degree or college diploma in a technical program
- A minimum of five (5) years’ work experience in a quality role at a supervisory or management level
- Formal training in ISO 9001 would be an asset
- Formal training as ISO 9001 Team Auditor would a differentiator
- Able to obtain a security clearance of NATO Top Secret
- Proficient in MS Office software (Outlook / Word / Excel / Visio / PPT / Access / Project)
- Strong time management skills, with initiative and follow-up capabilities
- Strong people leadership skills with the ability to provide direction, guidance, and development; ability to work well under pressure
- Ability to effectively connect with a broad range of internal and external customers and demonstrate effective negotiation skills
- Good analytical and problem-solving skills
- Fluent in English and able to effectively communicate verbally and in writing
- Strong customer relations disposition and ability to perform in an integrated team environment
- Strong project management skills including the ability to implement plans and prioritize work tasks daily
- Ability to lead a team and empower staff; ability to collaborate with diverse personalities and be a teammate; ability to establish and maintain effective working relationships
- PMP considered an asset; marine industry experience considered an asset
