**Project Contract Specialist - VISSC**:
The Project Contract Specialist - VISSC is responsible for the execution of contract change management processes during extended docking work periods, transition docking work periods, short work periods, maintenance, and miscellaneous submarine repair.
The VISSC Project Contract Specialist requires an extensive contract, estimating, and technical knowledge to coordinate, control, review, and handle contract change requests to ensure the accurate, timely, and effective implementation and control of efficient contract change while minimizing exposure to claims and proactively mitigating risks. Errors and misjudgments could result in incorrect decisions being made and the possibility of schedule slippage or financial losses in the short, medium, and long term if the incorrect analysis is relied upon for project decision-making and project outcome predictions.
The complexity of this role arises given the requirement to interpret project technical information and accurately communicate requirements with internal stakeholders and interpret data and convey the results of the analysis to the Program and functional operational staff.
**Note: Due to business needs, this position is required to be fully on-site based at Victoria Shipyards - 825 Admirals Road Victoria, B.C.**
**What you’ll do**
- In collaboration with the VISSC program and project staff, negotiate change requirements with the Prime Contractor’s Contract Change Management Team.
- Prepares variation order contracts and presents for approval.
- Ongoing management and monitoring of variation order performance.
- Maintenance of a file for each variation order contract that shall at a minimum consist of correspondence, meeting minutes, encouraging documents, and submitted and approved variation orders.
- Close out variation orders as the final action of completion certification.
- Review and process EDWP Subcontract Amendments as it pertains to the variation order contracts.
- Assist the development of estimates by VISSC Planning and Estimating team by acquiring pricing and delivery information.
- Supports VISSC Cost Management team in the development of analysis, reports, and invoices as required.
- Supports VISSC Subcontract Specialist in the execution of subcontractor processes as required.
- works closely with the VISSC Program management team and with the Coordinated Project stakeholders to ensure project requirements are accurately reflected.
- Connect with external stakeholders to arrive at satisfactory solutions including, acquiring information for data analysis to support technical requirements, price, and delivery schedule. External communications require robust problem-solving ability strength in maintaining subtlety and the ability to maintain positive relationships.
**What you’ll bring**
- Degree or Diploma in Business, Engineering, or Project Management is an asset.
- 3-5 years of experience in commercial and contract administration involving multi-year manufacturing, industrial, or ship repair projects.
- Professional certification or training through an accredited project management and/or procurement society is an asset.
- Demonstration of exemplary business ethics, integrity, and honesty in all situations.
- Extensive knowledge of procurement procedures for sophisticated and highly specialized services and materials.
- Proven track record and considerable experience in the establishment, ongoing management, and maintenance of multi-million-dollar subcontracts for commercial off-the-shelf equipment, products manufactured to specifications, and engineering and technical services.
- Exceptional customer service and negotiation skills.
- Extensive administrative skills and experience tracking subcontractor milestones, deliverables, issues, action items, and payments.
- Proven initiative, creativity, and integrity
- Strong diplomatic, influencing, problem-solving, analytical abilities, and interpersonal skills.
- Ability to multi-task, prioritize work and problem-solve inclusively with internal and external parties.
- Excellent oral and written communication and presentation skills
- Digital literacy including Microsoft Office suite (Word/Excel/PowerPoint) and InfoPath
- Ability to work independently and within a team environment.
