We are looking for a motivated individual who is committed to growing their professional career at Vanpile while gaining valuable knowledge and experience through a variety of assignments.
**Essential Functions**:
- Advise Construction Management and Site Leadership of the acceptable level of job site safety and regulatory compliance
- Take responsibility for personal health, safety, and environmental protection, as well as that of direct reports, the general public, and visitors at our offices and our site(s)
- Support General Management and HSE Leadership to ensure the elements of the SMS are communicated to Operational Managers, Site Leadership and other Operational personnel
- Provide an active and visible leadership role in all HSE initiatives
- Eliminate the impact to our Industry Leading Safety statistics and minimize WorkSafeBC premiums from incidents through Claims/Case Management (i.e. Return to work/ Light duty) Administration
- Support Project Managers and project teams to facilitate and complete Facility Risk Assessments (FRAs)
- Assist Estimators in completing HSE prequalification documentation and promote early HSE plans with Project Hazard Assessment (PHA)
- Support communication of HSE commitments and expectations to the clients
- Compile and summarize HSE statistical data, identify undesirable trends and recommend corrective action
- Recommend HSE initiatives to Senior Operational Leadership
- Monitor and evaluate the overall SMS maintaining/creating new Safe Work Practice
- Assess site-specific requirements and/or review of Site-Specific Safety Plans (SSSPs)
- Assess local and provincial regulations, client requirements, emergency protocols, safe work plans and procedures, and codes of practice for the SSSP
- Contribute expertise to investigations of all incidents to identify root causes and corrective action, when applicable
- Support Human Resources with recruitment and evaluation of site HSE personnel
- Identify the resources required to implement the SMS
- Recognize HSE performance
- Report on the effectiveness of SMS to General Management and Senior Leadership
- Review incidents as feedback to the SMS for continuous improvement
- Hold direct reports accountable for HSE performance
- Update safety manual and inform personnel of changes in legislation via safety alerts, orientations and/or safety meetings
- Monitor status of Online Safety Databases (ISN, Comply Works etc.) and maintain approved status
- Monitor and ensure terms and conditions of environmental permits (new or existing) are adhered to and reported to local, provincial and/or federal authorities as required
**Planning and Process**
- Assist the crisis communication process, when required
- Provide post-audit support for action plan development and implementation
- Develop, implement, and maintain HSE procedures, programs, and policies
- Conduct/lead safety orientations for new employees. Train others to support further safety orientation training, as required
- Coordinate and monitor Joint Occupational Health and Safety Committee meetings
**Financial Accountabilities**
- Meet with Operations Manager to discuss training needs, PPE and equipment needs and maintenance requirements
- Assist with the safety-management budget
**Client Focus**
- Taking a hands-on approach and acting as the main point of contact with clients and regulatory bodies on HSE related matters
- Deal with issues and support the company as required
- Participate in safety associations
- Build and maintain effective working relationships with clients and regulatory bodies
**Qualifications/Requirements**:
- A minimum of 5 years of safety and environmental regulatory experience in an industrial environment
- BCCSA C.O.R. Internal Auditor training or willingness to complete
- Sound working knowledge of WorkSafeBC Occupational Health and Safety regulations, emergency response, WHMIS and hazardous material handling, transportation of dangerous goods and industrial waste management
- Experience in developing and conducting safety education and training programs
- Claims management experience and/or training
- Ability to respond quickly to sensitive issues where a high level of technical, systematic or emergency thought processes is required
- This position may require some travel
