**JOB SUMMARY**:
The Licensing and Enforcement Clerk provides licensing and licensing information to licensing holders and the general public. Responsibilities include: issuing licences and permits in accordance with Regional By-laws, manages the payment process for licences including verification of online payments, receives complaints and concerns regarding licensed industries and escalates matters to Licensing and Enforcement Officers and the Manager, Business Licensing. As the database administrator, manages system access and configuration, and maintains and audits data to identify expired licenses and instances of unpaid fees. This position also coordinates Licensing Appeals Committee hearing dates, preparing hearing and disclosures packages. Provides administrative support for the Business Licensing Division. Acts as a Commissioner of Oaths in the absence of the Manager Business Licensing, and participates in other projects and activities as required.

**QUALIFICATIONS**:
**EDUCATION**:

- Completion of a 2 year post-secondary diploma in office administration, business administration, regulatory compliance, or other related field.
- An equivalent combination of relevant education and experience may be considered.

**KNOWLEDGE/EXPERIENCE**:

- Minimum 2-3 years of experience working within a licensing or regulatory environment.
- Previous cash handling and reconciling experience.
- Working knowledge of municipal organizations, structures, functions and services.

**SKILLS**:

- Ability to provide exceptional customer service based on Niagara Region values.
- Strong customer service orientation, including diffusion and de-escalation techniques, and tact and diplomacy skills necessary to deal with diversity of staff and customer base.
- Ability to communicate effectively; selecting the appropriate communication methods and tools, depending on the audience & situation.
- Ability to work both in a team and independently; taking personal responsibility for tasks and deadlines.
- Strong interpersonal and conflict resolution skills, with the ability to de-escalate difficult conversations.
- Must have strong organizational skills with exceptional attention to detail and accuracy.
- Superior analytical and problem-solving skills.
- Ability to follow direction and work within established procedures.
- Required to prepare bank deposits and reconcile financials daily (ERP)

**SPECIAL CONDITIONS**:

- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Police Criminal Record and Judicial Matters Check and submit a Canadian Police Clearance Certificate, and also must complete an annual “Offence Declaration”.
