** Application Close: 04/12/2025**- ** JOB SUMMARY**- Ottawa Public Library (OPL) provides accessible, innovative library and information services throughout the City of Ottawa, that meet the unique needs of diverse communities, delivered through a range of vehicles and reflecting a citizen-centred approach.-
- You provide research support by:
- Providing support for recruitment and staffing initiatives across the organization;
- Building relationships with community organizations, educational and training institutions; industry and professional groups and government agencies to create and implement workforce development programs for unionized and management staff;
- Assisting in the integration of workforce planning strategies into the Library’s HR processes, operational programs and new business initiatives;
- Providing analytical and project management support to major business initiatives related to career mobility and other areas of workforce planning; and
- Assisting in regular policy reviews and research to meet legislated requirements, and to align with industry best practice.-
- **EDUCATION AND EXPERIENCE**- Completion of 3 year university degree in Human Resources Management, Public Administration, Business, Training or Adult Education or related field.- Minimum of 3 years of related experience in a research role, preferably in conducting research and analysing staff development and service excellence issues.-
- **CERTIFICATIONS AND LICENCES**- Certified Human Resources Leader (CHRL) designation is desirable- ** KNOWLEDGE**- Research and analytical techniques
- Quantitative and qualitative analysis
- In-depth functional knowledge of Ontario legislation related to employment (Employment Standards Act, Occupational Health and Safety Act, Ontario Human Rights Act)
- Library related procedures and protocols
- Public Libraries Act
- Municipal Freedom of Information and Protection of Privacy Act
- Understanding of recruitment and outreach best practices
- Demonstrated experience in writing reports and making presentations
- In-depth functional knowledge of public libraries, the services they provide, the constraints they face in order to determine how staff development and service excellence needs can be met
- Recognizes the benefits of change and understands the principles, processes and responsibilities of organizational change
- Training and adult education methodology
- Working knowledge of applicable occupational health and safety legislation and general knowledge of corporate/departmental policies and procedures related to health and safety
- Must possess the training, experience and knowledge to organize the work and its performance.
- Completion of health and safety training required by legislation and by the Corporation of the City of Ottawa
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.-
