Primary Duties
The Supervisor, Water Wastewater System Operations is responsible for the supervision, including, work organization, scheduling, and personnel matters of the underground infrastructure team. The incumbent works closely with various internal resources and contractors to coordinate work and priorities. S/he ensures that work is completed within the framework of approved policies, applicable standards and regulations.
**Major Responsibilities**:
1. Organize workflow and schedule work to ensure completion based on priority and re-assign work as required.
2. Coach and guide staff to ensure day to day activities are completed efficiently and safely.
3. Monitor employee productivity and provide constructive feedback and coaching to employees
4. Conduct site visits to monitor daily activities and provide support as required.
5. Coordinate with engineering to ensure capital work is scheduled for completion.
6. Monitor work volumes and overtime to ensure budgets are maintained.
7. Provide operational feedback during the capital planning process.
8. Coordinate with external contractors on operational and capital work projects and ensure work is completed on schedule, within the financial capacities, and in accordance with Utilities Kingston specifications.
9. Ensure work is completed according to standard operating procedures and required regulations.
10. Foster engagement and a positive work environment and ensure transparency and consistency in dealing with staff.
11. Coordinate training and ensure staff is competent to perform the work.
12. Monitor team performance, resolve personnel complaints and issues, and provide feedback in a consistent manner.
13. Respond to customer concerns and address deficiencies.
14. Develop and maintain relationships with various City of Kingston stakeholders.
15. Implement and monitor compliance with corporate health and safety policies
16. Facilitate staff meetings and ensure communication of priorities is consistent.
Education, Certification and Other Qualifications Required
**Skills and Abilities**:
- Intermediate MS Office skills
- Advanced communication skills both written and verbal
- Strong interpersonal and conflict resolution skills
**Knowledge**:
- Advanced knowledge of water and wastewater distribution systems
- Basic knowledge of the water wastewater treatment process
- Advanced knowledge of the Safe Drinking Water Act
- Advanced knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements
**Experience**:
- Level IV Water and Wastewater Operator Certification, or ability to obtain
- 10+ years as an Operator in charge and experience as a Sub Foreperson in the water wastewater industry
- G drivers’ license is required, Class DZ drivers’ license is considered an asset
- Ability to perform overall responsible operator (ORO) duties
