**JOB SUMMARY**
- The Financial Services Branch is responsible for the overall delivery of financial services to all City departments, Boards, Commissions and Agencies, ensuring that the financial support requirements and financial processing are delivered in a timely, meaningful manner. Services include budget development and monitoring, financial analysis, project management support, financial reporting both internal and external, financial compliance, financial advice and accounting requirements. The Account Management units develop strategic business partnerships and deliver integrated, seamless, value-added and “one-stop-shop” financial support to their client departments to meet on-going and evolving operational requirements of the assigned lines of business.- You are responsible for performing activities related to the maintenance and reporting of Long Term Care (LTC) resident account receivables, including managing resident trust accounts by ensuring funds are available, the authority to process transactions has been established, advising resident/Power of Attorney when funds are low and need to be topped-up; identifying arrears and initiating collection activities; performing billing functions; reconciling accounts; performing month-end and year-end tasks; producing a variety of reports; assisting internal and external auditors; responding to resident inquiries while ensuring a high customer satisfaction level and positive image of the city are maintained; and performing other related duties as required.**EDUCATION AND EXPERIENCE**
- Completion of community college diploma in General Business, Business Administration-Accounting, or a related field with an emphasis on courses in accounting or finance- Minimum of 3 years of related general accounting experience in a computerized office environment**KNOWLEDGE**
- Acquired knowledge of the city organization, financial policies and procedures.
- Knowledge of generally accepted accounting principles.
- Knowledge of commodity tax legislation.
- Knowledge of accounts receivable reconciliations.
- General knowledge of the Long-Term Care Homes Act as it relates to LTC Resident Accommodation and Trust transactions.
- Knowledge of various Federal and Provincial rules and regulations related to income sources and entitlements available to seniors residing in Ontario (e.g.: GAINS, GIS, involuntary separation, ODSP, OAS, etc.).
- General knowledge of branch/departmental mandate, systems, programs, policies and guidelines and procedures for data and records management.
- Problem-solving and customer service techniques/city practices related to interacting with the public.
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.
**COMPETENCIES, SKILLS AND ABILITIES**
- Able to identify and assess problems and to use analytic and problem solving skills in relation to Long Term Care Homes Act, resident accommodation rates, trust transactions, collection of accounts receivable (arrears), and income sources and entitlements for residents. Able to detect/resolve/correct errors and complete financial reconciliations.
- Possess computer literacy in MS Office Suite in a Windows environment, including use of Intranet/Internet.
- Possess customer service sensitivity, compassion and the ability to listen, probe, and tactfully respond.
- Able to deal with and manage confidential information.
- Able to work independently with minimum supervision, and collaboratively with all staff as part of a team
- Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work, and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines.
- Communicate effectively, both orally and in writing.
- Able to demonstrate accuracy and a meticulous attention to detail.
- Possess sound judgment, tact and diplomacy.

- Possess a work record of good attendance and job performance.

**WHAT YOU NEED TO KNOW**
- You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
