**About Us**:
The System Excellence Division assures excellence in teachers and system leaders in the education system and leads the provincial assessment of students to improve system performance.

**Role**:
Reporting to the Director of the Investigations and Governance Branch, the Governance Specialist is responsible for the management of the Executive Secretariat role for the, Certification Appeal Committee and teacher discipline committees established under the Education Act. The Governance Specialist is also responsible for public member appointments for teacher discipline committees established under the Teaching Profession Act in Alberta, and public members appointed under the College of Alberta School Superintendents Act. Finally, this role includes overseeing the appointment process for members to all the aforementioned committees established under the Education Act and the Certification of Teachers and Teacher Leaders Regulation, as well as the Board of Reference.

The Governance Specialist, acting as an executive secretariat serves, four functions in this role:

- Ensures the strategic management of appointments completed to committees/boards established in accordance with legislation
- Assists with legal and policy consultation to ensure the review and compliance of legislation relating to board appointments is current and aligns with GoA policy
- Develops and operationalizes an orientation process for all committees/boards annually
- Administrates hearings, appeals, and resolution processes established under the Education Act and the Certification of Teachers and Teacher Leaders Regulation as required

Each function is time sensitive and must be conducted with a detailed approach to ensure a fair, transparent, and equitable process. Ultimately, this work ensures that there are high quality teachers within Alberta’s classrooms.

**Qualifications**:

- University graduation in a related field (such as Business Administration, Education, Public Administration, Administrative Law, etc.)
- 4 years progressively responsible related experience in:

- Knowledge of legal due process and principles of natural justice applicable to conduct appeals and complaints related to teacher conduct, competency and certification
- Knowledge of government policy and legislative process, relevant statutes, regulations, Ministerial Orders and Orders in Council including but not limited to the following: Education Act; Teaching Profession Act; Certification of Teachers and Teacher Leaders Regulation; Practice Review of Teachers and Teacher Leaders Regulation; Board of Reference & Fees Regulation; Superintendent of Schools Regulation; College of Alberta School Superintendents Act; Alberta Public Agencies Governance Act; Freedom of Information and Protection of Privacy Act
- Research and analytical skills to collect and evaluate information to ensure accurate decisions and interpretation of applicable legislation
- Strong and effective communication (both written and oral) and interpersonal skills
- Strong organizational and time management skills to manage several files at different stages of the appointment or hearing process in a time sensitive manner

Equivalencies may be considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Additional assets include:

- Knowledge of the provincial education system, including a broad understanding of issues and administrative structures of school authorities, school system operations, and respect and appreciation for the varied leadership practices of each committee, board and school authority
- Broad knowledge of issues in basic education and broad understanding of department and government goals and context
