Join our team and be part of a meaningful journey to shape the future of our community, leaving a lasting impact that extends far beyond the present. **About the Role**: Reporting to the Supervisor of Public Spaces the Public Spaces Labourer is responsible to assist with the cleanup of homelessness encampments on City Property. Working closely with the Niagara Regional Police, City By-Law division and other internal and external stakeholders to assist in the enforcement of municipal by-laws associated with encampments in the City of St. Catharines through an integrated and coordinated homeless management system. Public Spaces operations include, but is not limited to, performing general labour duties, operating equipment including vehicles (20,000 Gross Vehicle Weight and under), serving as an encampment, downtown and municipal spaces clean-up crew member, and performing other work as required. **What You Will be Doing**: - Assist with the monitoring and identification of homeless encampments and participate in cleanup efforts. - Post notice of encampment cleanups, as required. - Liaise with municipal stakeholders including Niagara Regional Police, Niagara Region, Niagara Assertive Street Outreach as well as interdepartmental teams. - Ability to interact with the public and staff and articulate municipal procedures and timelines for required work. - Maintain accurate and organized records. - Maintain confidentiality of information, written and verbal, according to policies, procedures and legislative requirements. - Complete paperwork and reports as required, i.e., statistic sheets, time sheets and incident and / or accident reports. - Operate equipment and vehicles such as but not limited to stake trucks, pickup trucks, small garbage trucks and cars, in a safe and efficient manner. - Operate basic hand and power tools. - Clean trucks and equipment as required. - Ensure equipment is safe to operate, securely stored and practice good housekeeping of vehicle and work area - Pick up and transport workers, parts, material, equipment, and trailers as required. - Required to deal with hazardous waste items such as sharps, drug paraphernalia and biohazardous waste appropriately. - Required to interact with individuals in encampments through the process of cleanups. - General labour duties such as garbage pickup in and around encampments, hand-sweeping, litter pickup, downtown and park garbage pickup, sidewalk clearing, watercourse cleaning. - Provide functional leadership of others in small groups to perform various general labour duties. - Patrol, monitor changes and document inspection of encampments, to provide tracking information for the City’s encampment database. - Set up required traffic control devices at work sites and act as a flagman to provide traffic control in compliance with the Ontario traffic Manual. - Ensure equipment is safe to operate, securely stored and practice good housekeeping of vehicle and work area. - Provide excellent customer service; respond to needs of all customers and staff as required. - Efficiently and accurately complete paperwork (e.g. daily performance logs, time sheets and accident reports). - Perform other similar and related duties as required. - These responsibilities outline the principal functions of the position and serve as a guiding vision for the role's impact and contribution._ **About You**: **Qualifications**: - Grade 12 Diploma or General Educational Development (GED) Certificate. - Valid, unrestricted Class "DZ" driver's licence held in good standing required to operate tandem and hydraulic brake trucks with roll off systems. - Previous related experience, preferably in a municipal environment - Experience working with survivors of trauma, stigma, poverty, and homelessness an asset. - Formal training and experience with the Occupational Health and Safety Act in particular as it relates to maintenance and construction activities (e.g. Personal Protective Equipment (PPE). - Demonstrated knowledge of the Ontario Traffic Manual with emphasis on Book 7 preferred. Ability to safely set up traffic control in work zones during roadway or utility construction and maintenance operations. **Skills**: - Effective time management skills and attention to detail with the ability to organize work to meet deadlines, multi-task and work independently in situations with mínimal supervision. - Basic computer skills, experience with Microsoft Office Suite an asset. **Other Requirements**: - A demonstrated commitment to enhancing a safety culture.
