**Management Consultant - OCM, Communications, and Training Lead**

Total Systems Solutions Consulting Inc. is seeking a **Management Consultant - OCM, Communications, and Training Lead **to work for our public sector client The **Ministry of Transport** in the Province of British Columbia, with a particular focus on leading organizational change management (OCM), training, and communications.

**The project duration is 3 years**

You must be available to **work remotely 30-40 hours per week** with availability Monday to Friday from 8:00am to 5:00pm Pacific Standard Time**. **You may be required to attend 2-3 day onsite meetings in Victoria BC once a month. Your expenses will be covered.

**Project Context**

The Ministry of Transportation and Infrastructure plans transportation networks, provides transportation services, develops, and implements transportation policies, and administers many transportation-related acts and regulations. To accomplish its mandate, the Ministry:

- Develops provincial transportation plans to integrate various modes of transportation, in consultation with Regional Transportation Advisory Committees and in cooperation with the transportation-related Crown corporations;
- Ensures British Columbia’s ports and airports are gateways for economic growth and development;
- Builds highways to fulfil the economic and social needs of British Columbians;
- Maintains existing highways to a high standard through contracts with private sector road maintenance providers;
- Undertakes vehicle safety inspections and sets commercial vehicle operating standards;
- Works with partners and other levels of government to provide cost-effective public transit and coastal ferry services;
- Manages contracts for inland ferry operations; and
- Licenses and regulates commercial passenger transportation.

**Background**

The implementation methodology combines both traditional project management methods along with some concepts of the agile project management approach. At the start of each release the initial scope of the release will be determined and documented by the IPS team, including planned testing and acceptance criteria for that release. Initially, solution functionality is planned to be released in phases; however, scope detailing, and work plans for future phases may evolve based on learning and may be completed in parallel with the prior phases. Currently, the IPS project is in the midst of implementation, and is being led by a diverse, multi-faceted group of internal and external resources.

The opportunities that the IPS solution offers are transformational for the Ministry and will result in significant organizational change. The Management Consultant Level 2 role is intended to provide organizational change expertise, training expertise, communications expertise, leadership, and coordination as a core member of the implementation team. A key challenge with this implementation is the need for significant collaboration and organization between a wide range of business units and decision makers within the ministry. All who have different needs when it comes to the business processes within IPS. Importantly, through the involvement of an “IPS OCM, Communications, and Training Lead”, the IPS Team is looking to increase the team’s ability to successfully negotiate with, organize, and unite, the various groups involved in the implementation.

Initial releases for IPS have been completed, however the most significant changes are yet to come over the next 12-18 months.

**Scope**

The anticipated term of this opportunity is from an available start date of October 15, 2024 to an anticipated end date of October 14, 2025, with an option to extend for up to 3 years, with extensions of up to 1 year each. While hours are not guaranteed, the allocation for this role during its initial term is estimated to be 80-100%. All proposed Consultants must be available to start within 1 month of the start date.

Due to the nature of the services requested, some in-person work will be required. While the services can be primarily conducted remotely, the proposed Consultant should be available to meet with MOTI staff and other stakeholders at offices in Victoria, BC at no additional cost to the Ministry. With pre-approval, some travel to other MOTI offices may be required.
