Water Utility Operator I

**General Accountability**:
**Purpose and Scope**
Reporting to the Water Manager and working under the direction of a unionized Water Supervisor, the Water
Utility Operator I will exercise some independence of thought and action in performing all tasks assigned in
the day-to-day operation and maintenance of the water disinfection and distribution systems.
**Nature and Scope of Work**:
- Performs a wide variety of labour-related tasks as they pertain to the water disinfection and distribution
process and other facets of the City’s operation including, but not limited to:
- Performing preventative and corrective maintenance activities in the water system facilities
and distribution system including all ancillary water equipment and infrastructure;
- Providing emergency service during and after hours, conducting assessments and immediate
repairs and/or protection measures to ensure public health and safety, as well as system
integrity;
- Locating and repairing existing, as well as assisting with installing new, water services and
water system infrastructure including site preparation and clean-up;
- Creating sketches and recording accurate and detailed information of work;
- Assisting with water quality sampling and testing in the watershed and distribution system;
- Responding to public inquiries, complaints and service calls;
- Performing job in a safe manner in accordance with safety policies and safe work procedures;
- Participating in on-call rotation is required;
- Other related duties as required.
**Necessary Qualifications**
**Knowledge**:
- Working knowledge of basic and applied math, applied science, electrical & hydraulic concepts,
maps and plans.
- Basic knowledge in support systems such as motors, pumps, generators, valves, hydrants, etc.
- Basic knowledge in water distribution processes such as pressure control, flushing, sampling,
- metering, etc.- Basic knowledge of industry maintenance standards and practices.
- Working knowledge of WorkSafeBC regulations and safe work procedures.
- Working Knowledge of provincial statutes and regulations pertaining to Safe Drinking Water.
- Basic Knowledge of relevant manuals, guidelines, procedures, City policies and bylaws, to be
- successful acquired.- Basic knowledge and hands-on experience of methods, materials, tools and equipment as they
- relate to the City’s water disinfection and distribution infrastructure.- Knowledge of fundamentals of accident prevention.
**Skills**:
- Good written and oral communication.- Good analytical and problem solving skills.

- Skilled in the use and care of tools and equipment used in the work.

- departments.- Possess basic computer skills (Microsoft programs including Excel, Word) and familiarity with the
- Internet.- Possess the mathematical skills necessary to perform calculations.
**Abilities**:
- Ability to work as part of a team.- Ability to understand relevant Federal, Provincial, and City policies and bylaws.
- Ability to understand and carry out oral and written instructions.
- Ability to read and work from maps, plans, and construction and technical drawings, and prepare
- and maintain records related to the work.- Ability to multi-task, set priorities and work independently in accordance with established
- standards and procedures.- Ability to establish and maintain effective working relationships with staff and other contacts.
- Ability to change work priorities with little or short notice.
- Ability and willingness to contribute to maintaining a respectful, safe and supportive work
environment that embraces diversity, along with treating everyone with courtesy, dignity and
fairness.
- Must have sufficient physical strength and ability to perform work.
**Education**:
- Grade 12 or equivalent.
**Training**:
- Certification in:
- o Water Distribution Level I (EOCP) in good standing.- Occupational First Aid Level 1.
- Must possess and maintain a valid Class 5 driver’s licence and must produce and maintain a
- clean driver’s abstract, as per City policy.
- **To Be Obtained on the Job (within first 6 months)**:
- Current WHMIS Certification.- Confined Space Entry training.
- Muscular-Skeletal Injury Prevention Training.
- Working Alone or In Isolation Training.
**Experience**:
- Minimum one (1) year of related experience working in a minimum level 3 water system setting
within the last three (3) years; **or**:
- A combination of experience in a minimum level 3 water system setting (within the last three
- (3) years) and post
- secondary education, equivalent to one (1) year experience.- Experience working around heavy construction equipment such as excavators, backhoes,
loaders, dump trucks, etc.
**Preferred Criteria**:
- Certification in Water Treatment Level I (EOCP)- Cross-Connection Control Ass
