Connex Personnel is currently recruiting for a Procurement Advisor on a multi-year contract for an upcoming oil and gas project.

Description:
The Procurement Advisor will provide support to the project’s supply chain team.

**Responsibilities**:

- Support the Contracts Manager as required in strategy development and contract and purchase order management; provide commercial advice to scope owners during project execution
- Support project procurement on governance practices to ensure that payments and changes to contracts and procurement agreements are applied, regularly administered, documented, and proactively communicated by all members in the commercial team
- Support project procurement to ensure commercial activities are complete in accordance with establish terms and conditions, while minimizing risk in accordance with Legal, Risk Management, SHE, QA/WC considerations
- Lead the project team in the project purchase order close out program, including facilitating meetings, expediting deliverables, maintaining progress logs and reports, and ensuring archiving activities are completed per procedures.
- Interface with project controls on cost, performance, progress assessment, payment, reporting, trends, claims, disputes and change orders
- Create and maintain contracts and POs in SAP & the Contract Management System
- Develop decision summary documentation and execution of same
- Provide support to creation of project related requisitions
- Work with the Business Unit contract owners to drive performance and compliance of contracts
- Conduct RFx process including issuing and managing bid documents
- Interface with the key internal team members (i.e. Legal, Project Management, Quality, HS&E, Construction, and Project Controls) to ensure that the company and prime contractors adhere to business processes, goals, as well as compliance plans, contract terms and conditions

Deliverables:
Key steps and deliverables associated with oversight:

- Review and approve POs associated with Transportation and Logistics (T&L)
- Review and approve POs associated with Materials/Equipment
- Participate in various progress meetings
- Track commitments, ensure compliance via COs and request revisions to POs
- Facilitate PO Closeout process

Key steps and deliverables associated with self-performance:

- Develop and seek approval of internal decision documents
- Conduct RFx process
- Negotiate pricing, terms and conditions associated with orders
- Create purchase requisition and issue PO
- Manage change via Change Orders
- Facilitate vendor progress meetings
- Expedite materials and documents
- Facilitate closeout of POs

Key steps and deliverables associated with surplus disposition:

- Witness physical inventory count
- Determine with stakeholders’ appropriate course of action for each item listed on inventory list
- Formulate recommended course of action in internal decision document for approval
- Dispose of surplus in accordance with approved plan

Key steps and deliverables associated with Topsides export/import:

- Oversee Contractors during assessment
- Gather required information and submit to Contractor(s) for further evaluation
- Oversee close out of FTZ

Other:

- Record/Issue minutes of commercial meetings
- Track progress and report to management

Qualifications:

- Bachelor’s degree (preferably in Business or Engineering)
- 5 - 7 years’ experience in supply chain, preferably in the procurement, expediting and material management of goods
- Experience working in the oil & gas industry
- Proficient with Microsoft Office Suites
- Experience working with cross functional teams
- Experience with SCM go-to market activities including, but not limited to, pre-qualification, tendering, negotiation, and award of purchase orders and/or contracts
- Post award PO and/or contract management/administration
- Formal project management training considered an asset
- PM certification such as CCP, PSCP, CPM, or CPSM considered an asset
- Experience with Material Management practices (eg. Warehousing, material disposition, etc.) would be an asset.
- Experience supporting a mega-project within Oil & Gas, Construction, or Fabrication considered an asset
- Enterprise SAP software experience considered an asset

Schedule:

- 12 hour shift
- Monday to Friday
