Planner II
100% Regular
Monday - Friday, 35 hours per week
**ESP Level 10**: $69,358 to $89,497
Under the general direction of the General Manager of Planning, and reporting directly to the Team Manager, Planning, the Planner is responsible for specific and ongoing projects related to educational facilities planning; develops and coordinates various studies and reports for the Board and Committees on all aspects of the planning function as it relates to existing and future schools; makes presentations at Board meetings and is involved in community consultation processes; initiates and coordinates a broad range of administrative and technical activities including assisting in the implementation of Board decisions.
**Main responsibilities include but are not limited to**:
Develops projected enrolments by school, grade and program by elementary and secondary panels and collection and analyzing historical data, grade retention rates, residential growth and projected pupil yield;
Develops, coordinates and implements annual portable allocation process;
Develops, coordinates and implements work plans associated with pupil accommodation reviews, attendance boundary/grade structure/program offering studies;
Compiles and researches information; prepares reports and makes recommendations on demographic and enrolment/facility capacity analysis;
Participates in the planning of new communities in conjunction with City officials and residential developers throughout the planning stages of new communities to establish future school requirements.
**Qualifications**:
Completion of a 4-year university degree in Planning or a related discipline; and minimum 4 years experience in an education or community facilities planning-related field. An equivalent combination of education and experience may also be considered.
Member of the Canadian Institute of Planners, or Member of the Ontario Professional Planners Institute is considered an asset.
Experience with GIS tools, Baragar Systems products (GeoSchool and Demographic Dynamics), Google Workspace and Microsoft Office would be an asset.
Understanding of strategic planning and techniques;
Interpersonal and communication (oral and written) skills to provide, clarify and exchange information to community groups and Board personnel and prepare correspondence and reports.
Ability to use tact, diplomacy and discretion when communicating information to Board personnel, community organizations/groups, parents and the public.
Organization and time management skills to prioritize work, manage multiple priorities, and concurrent demands and meet established timelines.
Project management skills required to lead project studies.
Negotiation and conflict resolution skills when speaking to community groups and formulating recommendations and alternatives.
Strong presentation skills required to present reports to the District, community and/or school council groups.
Research and analytical skills required to conduct studies, compile and retrieve information, to analyze data and synthesize statistics.
Initiative and judgment required to coordinate activities and studies, and recommend solutions and/or alternatives.
Must be able to work independently, with mínimal direction and supervision; and works well within a team environment.
Access to reliable transportation required for travel to external meetings.
