Job Summary

Within the plan are strategies related to thriving communities, inclusive excellence and indigenous engagement. The Procurement Program Advisor is responsible to support with the development and implementation of new programs and projects related to Indigenous Procurement, Inclusive Procurement, Sustainable Procurement, etc.
The incumbent will support with designing the program plan and the execution strategy for key programs in alignment with current procurement processes, with a view to promoting these programs to the diverse communities within UBC.
The Procurement Program Advisor will initiate, develop and maintain effective collaborative relationships with client departments and employees to ensure the implementation of the program framework and governance. Also, the Procurement Program Advisor will make sure that the project and work teams are aligned to effectively deliver on operational requirements, processes and procedures.
All procurement activities shall be in accordance with the University's standard practices and all municipal, provincial and federal laws. The incumbent will comply with Supply Management's code of ethics.
Organizational Status
Reporting to Procurement Program Manager, the Procurement Program Advisor works closely and liaises with Financial Operations staff and establishes and maintains close working relationships with administration, management, faculty and staff of all levels at the University.
Work Performed
The Procurement Program Advisor works under the guidance of the Procurement Program Manager, to support activities related to providing detailed consultation, leadership, guidance and strategic advice on Indigenous procurement, Inclusive procurement, Sustainable procurement and other strategic projects. The main areas of responsibility and associated responsibilities are listed below.
Leads the implementation of initiatives identified, and may lead working groups to develop and implement new approaches at UBC.
Improves and maintains process for creating, and using, online directories and mailing lists for Indigenous, Inclusive, Social and Sustainable Suppliers.
Conducts regular spend analysis on UBC's engagement with Indigenous, Social and Sustainable Supplier. Identifies strategies for improvement. Presents results and plan to improve.
Conducts research on current UBC practices and public sector best practices in Indigenous, Inclusive and Sustainable procurement practices for consideration in Program Development.
Identifies improvement opportunities by identifying current procurement processes in place when engaging suppliers that could be categorized as Indigenous, Inclusive or Sustainable and presenting new opportunities/ approaches.
Plans internal and external consultations and advises on developing strategies, short-term to long-term plans, and cost/benefit analysis. Coordinate the development and execution of internal and external community engagement and consultation plans, focusing on collaboration and open dialogue.
Conducts outreach to Indigenous, Inclusive and Sustainable businesses to support engagement and business development through educational and other initiatives. May deliver training.
Supports Working Group meetings, responds to Supplier queries, and manages procurement records and reporting requirements for all Procurement Programs.
Identify, assess, and develop a full range of services and strategies associated with achieving program goals; develop, identify and recommend changes as required to meet strategic objectives.
