**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Health Protection, is responsible for supervising Public Health Inspectors and overseeing inspections, making program recommendations, and ensuring enforcement to achieve the standards and requirements of the Health Protection and Promotion Act, the Provincial Offences Act and associated regulations; ensures standards and guidelines under the Ontario Public Health Standards for Health Protection Programs are being achieved; supervises staff to ensure that program deliverables meets or exceeds targets according to the Accountability Agreements with the Ministry of Health & Long Term Care.
**MAJOR RESPONSIBILITIES**
- Supervises inspection, investigation and enforcement activities carried out by Public Health Staff, ensuring actions taken are in accordance with the Health Protection and Promotion Act, The Provincial Offences Act, The Smoke-Free Ontario Act, The Skin Cancer Prevention Act, and associated Regulations.
- Monitors and schedules inspections to ensure the required number of inspections is conducted as per Ministry of Health and Long Term Care Annual Service Plans.
- Supports Public Health Staff on issues to resolve contentious issues including assisting staff in the field.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices
- Ensures staff are oriented into Division and Program areas as required
- Ensures that staff works in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Responds to emerging and changing regulations and public health issues to ensure services respond to evolving inspection program demands.
- Assist in the development of policies and procedures for new/amended regulations.
- Responds to customer inquiries directly and/or resolves difficult, high profile or highly sensitive complaints either verbally or in writing.
- Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
- Assumes functions of the Manager in that person’s absence, as directed.
- Assumes “on call” after hours, weekends and statutory holidays on a rotating basis, as required.
**QUALIFICATIONS**
- Successful completion of a University Degree in Environmental Health or related field or approved equivalent combination of education and experience.
- Certified as a Public Health Inspector [CIPHI (C)].
- Minimum three (3) years progressive experience in environmental health programming area or public health environmental programming area, including a minimum of one (1) year of direct supervisory experience or demonstrated leadership experience leading a team or a large initiative.
- Valid Ontario Class “G” driver’s licence and a reliable vehicle for use on corporate business.
- Knowledge of related legislation including the Health Protection and Promotion Act, The Provincial Offences Act, The Smoke-Free Ontario Act, The Skin Cancer Prevention Act, the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability and applicable Regional and Municipal bylaws.
- Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
- Knowledge of the Region’s population, geography and businesses.
- Contemporary staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
- Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
- Good communication skills to respond to enquiries and/or complaints with the public, businesses, etc.
