**ESSENTIAL DUTIES AND RESPONSIBILITIES**:
- Maintains good working relationships with customer contact personnel as well as local company site management team
- Ensures compliance with OH&S and Federal/Provincial regulations
- Evaluates rail / material handling operations as to compliance with safe operating rules, crew performance and customer safety requirements
- Assists the RLS in monitoring the company's safety standards (rulebook and health & safety program) in accordance with regulations and customer expectations
- Develops root cause analysis studies of incident causes and hazards to health for use by company personnel or upon customer request to identify preventative safety measures for incorporation into company safety program
- Conducts effective training which will increase proficiency in safe operating practices and promote an elevated level of safety awareness
- Responsible to manage and maintain site training requirements and records
- Implements Behavior Based Safety as required and monitors continuity and effectiveness of program
- Promotes the company safety programs (TAKE 2, Near Miss etc) and ensures effective follow up to any reports
- Makes employee observations to determine safety rulebook & procedure compliance and evaluates job activities to determine use of prescribed safety equipment (PPE)
- Participates in and administrates industrial hygiene processes and evaluations, including ergonomics, chemical exposure, and noise level limits
- Implements administrative or engineering controls to abate or minimize safety hazards
- Prepares location Weekly Activity Report and other reports as appropriate with recommendations for corrective actions to Site Leader
- Conducts safety assignments, trend analysis, audits, incident investigations, and site inspections of operational procedures, equipment and materials
- Maintains safety files and records
- Responsible for scheduling and conducting Railserve monthly health & safety meetings
- Represents the company in customer safety meetings as required and participates/supports as a representative of the JWHSC where applicable
- Respond to on-site incidents when required
- Other duties may be assigned
**QUALIFICATIONS**:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. **EDUCATION and/or EXPERIENCE**:
- Five to ten years related experience in a safety position; or equivalent combination of education and experience in a rail environment.
- 2 to 4 year safety related certificate or degree from an accredited educational institution preferred but not required.
**LANGUAGE SKILLS**:
Ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
**REASONING ABILITY**:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.
**CERTIFICATES, LICENSES, REGISTRATIONS**:
- Safety Certifications preferred not required.
- WHMIS & TDG Trainer Certification preferred not required
**OTHER REQUIREMENTS**:
Some limited travel on occasion.
