**Job Description**:
**POSITION PURPOSE**
This position is responsible for leading a team in managing the development and delivery of community partnerships. Responsible for development and implementation of policies/programs/strategic initiatives, for the implementation of the Community Investment Fund and high level coordination of the Region’s Partnership with local Ontario Health Teams. This position also supports the promotion of strategic relationships and partnerships internally and with community partners, to advance priorities and objectives related to human services and the achievement of strong, caring, safe communities.

**MAJOR RESPONSIBILITIES**
- Provides strategic leadership for the development and implementation of policies, programs and partnerships for implementation of the Community Investment Fund
- Manages the development and oversees implementation of work plans to achieve objectives including calls for proposals from community agencies to receive funding under Community Investment Fund priorities
- Oversee and manage required research, stakeholder engagement, analysis, options and recommendations, negotiation management and reporting for contracts to achieve Community Investment Fund priorities.
- Provides leadership for the delivery and administration of policies, programs and initiatives, including ensuring compliance with pertinent legislation/regulations/guidelines and alignment with policy direction, management and resolution of issues, engagement with stakeholders, and reporting and analysis of outcomes.
- Monitors, assesses and analyzes factors that impact policies, programs and partnerships; and proactively advises on actions to ensure continued achievement of objectives of both the Community Investment Fund and local Ontario Health Teams.
- Manages continuous improvement efforts to ensure policies/programs/partnerships remain responsive, efficiently and effectively administered, and reflective of best practice, including overseeing reviews, identifying and development of improvements, and implementing any changes
- Manages relationships and cultivates partnership opportunities, including funding/resource opportunities, with internal and external stakeholders to collaboratively deliver on and achieve priorities and objectives
- Provides leadership to the development and administration of contracts and agreements to support implementation of assigned policies/programs/partnerships, ensuring adherence to obligations, commitments, expectations etc.
- Provides leadership to the formation, development and/or management of committees, working groups, forums, etc., as required and assigned, including committees of Regional Council.
- Represents and stewards interests on internal and external committees, boards, tables, etc., and interfaces with other orders of government as required.

**QUALIFICATIONS**
- Successful completion of a University Degree in Social Sciences, Public or Business Administration or related field or approved equivalent combination of education and experience.
- Minimum five (5) years demonstrated relevant experience in policy development, program administration, and relationship management with partners that include community organizations and other governments and demonstrated two (2) years of supervisory experience in a unionized environment.
- Strong knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies, and management of funding and other partnership agreements.
- Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
- Demonstrated ability in the Region’s leadership and corporate core competencies.
