**About the Role**:
Watershed Management Consulting, on behalf of the City (client), is seeking a qualified consultant or consulting firm to lead the development of a **comprehensive business case** for the **Civic Core Vision Plan**. This plan represents a once-in-a-generation opportunity to transform a central downtown area into a vibrant civic, cultural, and mixed-use district that serves community needs for the next 50+ years.

The business case will evaluate the economic and social feasibility of integrating new public amenities — including a **Performing Arts Centre**, **Ice Arena**, and **Mixed-Use Housing** — into the existing Civic Core anchored by City Hall, public library, conference centre, and other municipal facilities.

**Key Responsibilities**:

- Develop a full-scope business case including:

- Demand analysis and user profiling for existing and proposed facilities
- Cost-benefit and value-for-money analysis
- Capital and operating cost modeling for multiple land use options
- Funding strategies and financing scenarios
- Recommendations for implementation phasing and risk mitigation
- Conduct research, data collection, and comparative benchmarking of similar civic infrastructure projects
- Engage regularly with City Administration, civic facility operators, and community stakeholders
- Synthesize community input, past Council directions, and technical data into a Council-ready report
- Present interim and final findings to City stakeholders and project team

**Qualifications**:

- Minimum 10 years of experience preparing business cases for municipal infrastructure, urban redevelopment, or major public capital projects
- Demonstrated ability to integrate financial, programmatic, and land use analysis
- Strong background in mixed-use facility planning, downtown revitalization, or cultural infrastructure development
- Experience engaging with public sector clients, community stakeholders, and multidisciplinary project teams
- Proficiency in business case methodologies (e.g., Treasury Board Guidelines, OBC/IBC structure, or equivalent)
- Superior writing and presentation skills; ability to produce Council-ready deliverables
- Background in urban planning, economics, infrastructure strategy, or related disciplines preferred

Pay: $44,903.06-$110,968.47 per year
