**The Role**:
**Key Responsibilities-**
- Act as the primary contact for sourcing and acquisition of new data assets at PHO, which includes supporting the development and amendment of data sharing agreements at PHO.
- Collaborate with the Manager in the development and implementation of a digital and data governance framework in partnership with other PHO departments/portfolios, and in alignment with organizational strategic directions and industry best practices.
- Inform the design, and lead in the documentation of governance stewardship, policies, procedures, and standards to ensure data quality, integrity, and accessibility throughout its lifecycle.
- Maintain digital and data governance and sponsorship/stewardship model.
- Collaborate with the Document and Records Management Specialist and cross-functional teams to identify, classify, and inventory data assets, and establish ownership and accountability.
- Collaborates with Legal and Privacy teams for data sharing agreements or other privacy and legal assessments.
- Perform secretariat role for internal digital and data governance committees and/or working groups.
- Define data stewardship and access and usage policies to ensure compliance with relevant privacy regulations and security standards.
- Lead efforts to develop and maintain standardized data management strategies, including data acquisition and data quality assessment processes.
- Evaluate and implement digital and data governance tools and systems, including metadata management, data lineage, and data quality profiling tools.
- Conduct risk assessments and develop strategies to mitigate digital and data-related risks. Advise senior management on risks, concerns and challenges in the evolution of digital and data governance/management.
- Lead digital and data governance activities and development and implementation standards. Ensures that that authorities, accountabilities, and controls for enterprise data management are formalized and consistently applied to enable the use of data as enterprise assets.
- Assist in the development of a data management framework that enables PHO’s Strategic Plan, primarily Strategic Direction #1.
- Participate in the implementation planning and execution of initiatives aligned with Strategic Direction #1.
- Stay up to date with emerging trends, technologies, and regulatory changes in the field of digital and data governance.
- Provide training and support to employees on digital and data governance best practices, data handling procedures, and privacy regulations.
**Knowledge and Skills-**
- In-depth knowledge of digital and data governance principles, best practices, and regulatory requirements preferred, in addition to some familiarity with data governance tooling capabilities.
- Strong knowledge of data management, and business intelligence concepts and tools as well as familiarity with health care data standards and methodologies to deliver objectives or execute activities.
- Knowledge of PHO’s mandate and Strategic Plan, relevant legislation such as the HPPA and PHIPA and the Ontario Public Health Standards.
- In-depth knowledge of digital and data governance principles, best practices, and regulatory requirements preferred, in addition to some familiarity with data governance tooling capabilities.
- Organizational and project management skills to prioritize effectively and meet competing deadlines.
- Ability to critically evaluate and synthesize relevant sources of information.
**Education and Experience-**
- An undergraduate degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is required.
- Minimum 5 years of overall working experience with a minimum 2 years of experience in an information and data governance or data management role.
- Relevant certifications, such as Certified Data Management Professional (CDMP) or Certified Information Privacy Professional (CIPP), are an asset.
- Experience in developing or supporting AI-related policies, governance frameworks and/or enabling processes that ensure responsible and ethical use of AI within the health data domain.
- A Master’s degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is an asset.
